| In January 2008,State-owned Assets Supervision and Administration Commission of the State Council released No.1 Document Guiding Opinions on Performance of Social Responsibilities of Central Enterprises,requiring central SOEs to actively fulfill their social responsibilities.Since the reform of state-owned enterprises in our country,we have been emphasizing economic efficiency and weakening the social responsibility of state-owned enterprises.Because of the hidden dangers,many state-owned enterprises have thrown their burdens one after another to society.It is hoped that social responsibilities will be borne by enterprises,From "Sanlu Milk Powder" to "Shuanghui" Shuanghui to "Green Pork" such as Wal-Mart,and other environmental issues such as "lead poisoning","chrome pollution" in Qujing and "cadmium pollution" in Guangxi Frequent occurrences make the social responsibility of state-owned enterprises seriously lacking.After the 15 th National Congress of the CPC,with the continuous deepening of the reform of state-owned enterprises,state-owned enterprises began to reflect on their own behaviors and social awareness began to take shape.During this period,large and medium-sized state-owned enterprises have given their social responsibilities a certain degree of concern.After 2006,some state-owned enterprises such as State Grid,PetroChina,Sinopec and China Southern Power Grid issued relevant social responsibility reports.And in a series of relief activities such as the Wenchuan Earthquake in 2008,the Yushu Earthquake and the Zhouqu landslide disaster,Chinese enterprises,especially large state-owned enterprises,have been highly praised by society.As a socialist country,the monopoly state-owned enterprises must have socialistic characteristics in any historical period and we must always recognize this.However,since the state-owned enterprises in the natural monopoly industries occupy more social and public Resources and policy protection,the monopoly nature makes them lack of internal motivation to undertake social responsibility.While pursuing profit maximization,they almost forget the social responsibility that state-owned enterprises should assume as the public ownership system of public service products,Leading to a serious lack of social responsibility in state-owned monopoly enterprises.Even today,with the continuous development and expansion of Weibo and WeChat media,lack of social responsibility has led some state-owned enterprises to be put on the cusp of public opinion.This article uses the literature analysis method,inductive method,interview method and case analysis method to carry on the careful research to the China Southern Power Grid Company which undertakes the social responsibility.Electric power enterprises are public-owned state-owned enterprises integrating production,service and sales.In the face of this intricate public relations,the power enterprises bear the pressure of huge public management.The author studies from the current situation,area,content and the impact caused by the lack of social responsibility undertaken by China Southern Power Grid Corporation,analyzes the problems existing in the fulfillment of social responsibility by China Southern Power Grid Company,and puts forward some feasible opinions.In the future,other state-owned enterprises in the end is not should fulfill social responsibility and what kind of behavior should be done to fulfill their social responsibilities provides some reference. |
