The process of global economic integration,not only shifted the industrial economy and industrial society to the knowledge-based economy and the knowledge-based society,but also shifted the competition of enterprises from traditional cost of capital to the competition of talents.The process of selecting,educating and utilizing talents has become the core part of the operation of the company.How to combine power,responsibility and employer's initiative and let them positively interact,to establish good and harmonious employment relation,to mobilize the enthusiasm of workers,to improve enterprises' own flexibility,to make full use of human resource comparative-advantages,to maximize the economic and social benefits of enterprises,is an issue widely concerned.In this aspect,during it integration with market economy,mining enterprises,the pillar of traditional industry,are increasingly keen to a reward and punishment mechanism which can effectively motivate the enthusiasm and subjective initiative of middle-level management.Therefore,based on the system of evaluation theory and motivation theory,this research sums up the existing problems and analysis the causes of these problems through the analysis of the present situation of middle-level management'performance appraisal in Inner Mongolia Xingye Mining Co.,Ltd.by means of literature review,field investigation and case study methods.At the same time,combining with the strategic target,the culture and the characteristics of the enterprise,the paper studies the middle-level manager's performance appraisal scheme design and introduces the design goals,principles and key performance indicators of the scheme.In the end,on the basis of the former “Xingye Mining Company Middle-level manager's Annual Performance Appraisal Regulation”,this paper redefines the position of Annual Performance Appraisal Mechanism,and puts forward some suggestions which would optimize its middle management,from the perspectives of organization,system and culture.The research in this paper not only has a guiding significance for perfecting the performance appraisal of middle-level management in Inner Mongolia Xingye Mining Co.,Ltd.,but also has reference value for the similar enterprises to improve related works.
