With the development of Internet communication and mobile information and electronic technology,China's three basic telecom operators' markets have witnessed historic rapid growth in recent years.Meanwhile,the market competition has become increasingly fierce and complex.At present,China's three major basic communication operator markets are an important factor and force to promote the rapid and healthy development of China's basic communication service market.The three major communication operators need scientific management and efficient and reasonable allocation of human resources for the daily operation and development of enterprises.In China's communication operation,human resource,as the core resource of enterprises,plays an increasingly important role in the market competition and development of basic communication operators.In the current competitive situation of development,communication operators have higher and higher requirements on their human resource management ability and work level.Human resource planning and management mainly has six core functions and modules,including enterprise human resource planning,recruitment human resource allocation,training human resource development,performance management,salary relationship management and enterprise employee relationship management.Among them,senior managers of academic and enterprise have widely recognized that performance management is the six core work functions and modules of human resource planning and management in enterprises.In the specific work content and related processes of performance management,performance assessment is the most important function and link.Undeniably,performance assessment has increasingly become an indispensable human resource management tool for modern large and medium-sized enterprises.The middle-level managers are the senior managers in the basic level enterprises and the middle-level managers in the first-line basic level enterprises.They are the leading managers who are responsible for implementing the specific development strategies of the senior managers,maintaining the normal operation of the enterprises and carrying out internal coordination.The work of middle managers should be a link between the preceding and the following.The performance assessment work of middle managers in different departments and positions in an enterprise varies greatly.Therefore,the importance of how to best evaluate the performance of middle managers in an enterprise is more prominent.In order to fully stimulate the positive work enthusiasm and high sense of responsibility of middle managers,how to effectively give full play to the role of middle managers' performance assessment is one of the basic topics in academic and enterprise research on performance management.Continuous research and improvement of the scientific performance appraisal system of middle managers can not only be conducive to the construction of middle managers,but also is very necessary for the development of the entire enterprise.This paper on China's mobile communications group JS co.,LTD.,a subsidiary of NT branch(the following abbreviation: NT Mobile)as the main case,for mobile communication operators and middle managers performance evaluation system is studied and the optimized improvement.This paper mainly adopts literature research,questionnaire survey,statistical analysis and other research methods to conduct an in-depth investigation and study on the current performance assessment scheme of NT Mobile middle managers,and finds out that there are many problems in the current performance assessment of NT Mobile middle managers.Based on relevant theories,this paper organically combines the key performance Indicator assessment method(KPI)and the balanced Scorecard(BSC)to study and analyze how NT Mobile can optimize and improve the performance assessment system of middle managers.The specific research contents include how to decompose strategic objectives,design of performance assessment indicators,design of index weights,design of assessment standards,definition of the subject to take responsibility for performance assessment,effective communication and feedback of performance assessment results,and subsequent application of incentive measures.At the same time,this paper makes it clear that the following measures will be adopted to strengthen the attention of senior managers,advocate performance appraisal culture,strengthen performance appraisal training,and establish and perfect relevant supporting incentive measures to provide guarantee measures for the performance appraisal system scheme of NT mobile middle managers.The optimized performance assessment scheme for NT mobile middle managers is scientific,reasonable and more effective.If implemented smoothly,it will contribute to the sustainable development of NT Mobile.
