Research On The Application Of IBSC To The Strategic Performance Management Of AC Helicopter Corporation

In recent years,along with gradually implementing the reform to the state-owned enterprises,speeding up industries' upgrade and reconstruction,and developing strategic emerging industries,dozens of large state-owned enterprises including AC Helicopters are facing many external opportunities,while encountering great challenges internally.According to the survey,many Chinese enterprises are not lack of strategies but an effective management tool to achieve strategic performance management.In order to promote the implementation of the strategy,Aviation Industry Corporation Of China has introduced the advanced management tool named balanced score card(BSC)and planned to practice it among the whole group.AC Helicopters grasp the opportunity to start management reform actively,and use the BSC theory to build their strategic performance management system.This thesis introduces the theory of BSC firstly such as its development stages,basic elements,connotations and characteristics,as well as the development and application in China,and then describes the concept of strategic center organization and integrated balanced score card(IBSC)particularly,providing a theoretical basis for the following case analysis.Then it introduces the basic situation of the AC Helicopters,analyzes the problems of the strategic performance management.It focuses on the specific process and method of building strategic performance management system based on the IBSC,and discusses the preparation of the pre-construction,strategic analysis,choice of the strategic planning,designing the strategic map and score card,linking with the performance management and pay,the establishment of reviewing and updating system,as well as information platform,etc.Finally,it summarizes the achievements of AC Helicopters in the construction of ISBC.and prospects for future attention and improvement.
