The promotion of urbanization is based on the expropriation of rural land,and the smooth advance of the land expropriation is not only related to the sustainable development of the town itself,but also to the completion of the overall well-off society construction goal.But at present,the development degree of urbanization in our country is relatively low,and the land requisition work has a certain difficulty and complexity.Supported by the theory of Harmonious society,the theory of land rent and the idea of benefiting the peasants of the Communist Party of China and the conflict theory,then to comb the change of land requisition system,we can know more deeply about the origin,present situation and cause of land expropriation problem,and then put forward some pertinent suggestions.Dali city is one of comprehensive pilot area of the national new urbanization,and one of the pilot city of land system reform.It's typical to take Dali as an example to carry on the demonstration research.At present,the rate of Dali urbanization is higher,the scope of land expropriation is larger,the land expropriation is much,and the right work of rural lands is fruitful.In recent years,Dali has gradually increased the compensation cost of land expropriation,and through the passbook directly to the land expropriation compensation paid to the farmers,in the land acquisition work will carefully consider the national religion,cultural heritage and other factors.However,due to various factors such as history and society,there are many problems encountered in the process of land expropriation,such as the local landless farmers are not satisfied with the compensation for land expropriation,social security of landless peasants can't meet the demand of reality,and the settlement of the land is contradictory,the agricultural population is difficult to make citizens.Explore its causes: The Imperfect land expropriation system is the root cause,the government,village committee and villagers in the process of land expropriation is not appropriate is the main reason,the farmers ' rights and interests,lack of supervision mechanism,local farmers lack of financial awareness and so on is the basis of the problem of land expropriation.Therefore,the paper makes some suggestions on the problem of land expropriation in the process of urbanization :First,it is necessary to perfect the legal rules and regulations of land expropriation,and deepen the reform of the compensation system by clearly defining the scope of "public interest" in legislation and system,improving the compensation and resettlement standard of land expropriation and perfecting the social security of landless peasants.The second is to strengthen the government land expropriation management,transform the government function and promote the construction of the government by law,from the aspects of establishing the accountability mechanism,strengthening the information openness,simplifying the procedure of hearing application,and unimpeded the channel of the peasant's rights of expropriation.Third,it is necessary to improve the self supervision and management ability of villagers ' committee,improve the enthusiasm of peasants ' citizenship,carry out the training of landless peasants ' employment skills,pay attention to the emotion of landless peasants,and advance the urbanization of rural residents orderly,co-ordinate the urban and rural development,and gradually break the dual structure of urban.
