Research On Poverty Alleviation Of Agriculture Characteristic Industry In Hebei

Content: Eliminating poverty,improving people’s livelihood and gradually realizing common prosperity is the essential requirement of socialism."13th Five-Year" plan proposed to give full play to the political advantage and the advantage of system implement precise poverty alleviation,precise poverty.Accurate poverty alleviation is a major innovation in poverty alleviation and development.It is the key to win the battle against poverty in the new era and build a well-off society in an all-round way in 2020.To achieve a well-off society in an all-round way,the most arduous and arduous task is in the countryside,especially in the poverty-stricken areas in the countryside.There are 11 prefecture level cities,22 county-level cities,108 counties and 6autonomous counties in Hebei province.At the end of 2016,the resident population was 74 million 700 thousand.Among them,there are 62 poverty-stricken counties(including 39 national poverty counties),7366 poor villages and 3 million 100 thousand poor people.To achieve sustainable and stable rural poverty alleviation,the main depends on the development of agriculture,the cultivation of agricultural industry,and the integration of individual farmers into the agricultural chain,so as to achieve the goal of getting rid of poverty fundamentally.With the precision of poverty alleviation work in depth,Hebei province has achieved some achievements in the process of poverty alleviation in the agricultural industry,but there are many new situations and problems that need to be studied and solved urgently.In view of this,this article,based on the background of our country’s accurate poverty alleviation and poverty alleviation,studies the current situation of agricultural poverty alleviation in Hebei Province,and combines the typical cases of industrial poverty alleviation,analyzes the successful experience in the process of supporting the poor agricultural industries in Hebei Province,finds out the existing problems and causes,and draws on the domestic and foreign agriculture.On the basis of the experience of the industrial poverty alleviation,the corresponding solutions are put forward in view of the existing problems,so as to try and explore the sustainable development of poverty alleviation in the agricultural industry of Hebei province.This paper is divided into six parts.The main contents and viewpoints are as follows:The first part is the outline of the theory of poverty alleviation in agricultural characteristic industries.This part first introduces the meaning of precise poverty alleviation,agricultural characteristic industry and agricultural characteristic industry to help the poor.Secondly,it explains the anti poverty theory of Marx doctrine,the vicious cycle theory of poverty,the theory of comparative advantage and the theory of industrial cluster,which are related to the poverty alleviation of the agricultural industry,and briefly summarizes and evaluates these theories.The second part,the present situation of poverty alleviation and the poverty alleviation mode in Hebei province.This part reviews the development process of agricultural poverty alleviation in Hebei province from the "large water flood irrigation" industry to the "precision" of the industry,and then analyses the current situation of poverty alleviation in the agricultural industry of Hebei Province,and combines the typical cases to the poverty alleviation mode of planting,breeding,agricultural products processing and leisure and sightseeing agriculture respectively.A detailed introduction is made.The third part is about the problems and causes of poverty alleviation in Hebei’s agricultural characteristic industries.This part mainly analyzes the existing problems and causes from four aspects: the inaccurate selection of the poverty alleviation industry,the insufficient development of the agricultural characteristic industry,the government’s insufficient support for the rural characteristic industries and the insufficient propaganda of the poverty alleviation.The fourth part is the experience and inspiration from the domestic and foreign agricultural industry to help the poor.Through summing up the experience of poverty alleviation in the agricultural industries of the United States,Japan,Germany and other countries,such as Henan,Anhui and southern Shaanxi,it provides valuable experience for the poverty alleviation of the agricultural industry in Hebei Province,and broadens the way to further improve the efficiency of poverty alleviation work.The fifth part is to improve the Countermeasures of Hebei’s agricultural characteristic industry to help the poor.In view of the problems existing in the poverty alleviation of the agricultural characteristic industry in Hebei Province,combining the domestic and foreignexperience and the actual situation of the agricultural characteristic industry in Hebei Province,this paper puts forward the countermeasures and suggestions to solve the problems:first,to establish a precise agricultural characteristic industry selection mechanism;two is to develop the agricultural characteristic industry vigorously;and the three is to actively develop the characteristic agricultural cooperative organization.The four is to cultivate new professional farmers in the new era;the five is to train and promote the poverty alleviation ability of the poor,and the six is to establish and improve the implementation of the precision poverty alleviation mechanism for the agricultural industry.The sixth part,the conclusion.This part summarizes the main points of the paper,and points out the shortcomings of the research process,which lays a foundation for further research on the problem of poverty alleviation in Hebei’s agricultural industry.
