At this stage,with the constant change of social environment,the rapid development of industry technology and the globalization process of market economy,the competition among enterprises is becoming more and more fierce.For scientific and technological enterprises,this competition is not only about market and technology,but also about human resource.Inside a company,the project team composed of R&D personnel has become an important "cell" for core competencies of sci-tech enterprises and organizations,and has direct impact on the R&D capability,technology level,market delivery capability of the enterprise.The human resource management level is closely related to the long-term development of the enterprise,and plays an important role in the construction of stable personnel team,quick penetration into the market,improvement of market competitiveness,acquisition of market value,and realization of enterprise organization goal.Currently,the importance of R&D project work in most sci-tech enterprises is increasingly outstand,and the management of R&D project is relatively rigid.Against this background,it has become an important subject for human resource management of sci-tech enterprises in China as to how flexibility capability can be incorporated into human resource management for R&D project of enterprises;how scientific research project of enterprises can maintain stable and sufficient competitiveness in the complicated business environment,and how highly efficient human resource management model for R&D project can be established,to create active and relaxed atmosphere for innovation,so that R&D project personnel can bring out best performance in their work and make their contribution to the development of enterprise,and in this way the organizational performance can be realized.By studying theory of human resource flexible management,and combining the characteristics of science and technology research projects,this article carries out in-depth analysis of the current status and problems of human resource management for R&D project of Y company,and introduces the flexible management into the human resource management of R&D project.And put forward the solution from five aspects:organization,staff,performance,motivation and flexibility of culture,then implementation effect is tested.This article puts forward the concept and content of human resource flexible management for R&D project,elaborates the solution and case analysis of human resource flexible management for R&D project,and examines the implementation effect.Byone-wayanalysisofvariance and interview method,this article concludes that implementing R&D project human resource flexible management has promoting effect on improving R&D cycle achieving rate,R&D investment achieving rate,and project effective problem number of the R&D project.Implementing flexible management of performance and incentive can motivate work enthusiasm of R&D project team,stimulate initiative of individuals and the team,and incubate knowledge achiement.The article also concludes that constructing team culture flexibility centering on "coordination,innovation,learning and sharing" plays an active role in enhancing the cohesion of R&D project team,enhancing staff loyalty,and maintaining the stability of the team.This study extends the previous research results,adds new management solutions,develops new research directions,and provides guidance and reference for human resource management of R&D projects for other enterprises.
