Study On Indursty Model Of Poverty Alleriation From The Perspective Of Public-private Partnerships

In October 2017,General Secretary Xi Jinping greatly affirmed the achievements made in poverty alleviation and at the same time made it clear that winning the battle in areas of extreme poverty will be difficult in his report at the 19 th CPC National Congress.The poverty alleviation has gained unprecedented attention from the Central Party Committee and the State Council raised the poverty alleviation to a national strategy.It has mobilized all party members and all social forces in the country should focus on tackling areas of deep poverty.The poverty alleviation strategy is not only greatly improved the material living standards of the poor people but also pay particular attention to helping people gain greater confidence in their ability to lift themselves out of poverty and ensure that they have access to the education they need to do so.Ensure that every poor area,everyone can achieve "China's dream".Bai Autonomous Prefecture of Dali(hereinafter referred to as Dali),a minority autonomous prefecture in Yunnan Province has always had the problem of poverty and poverty alleviation.Binchuan is a small county in Bai Autonomous Prefecture of Dali,it is a county that combines "oldness,fewness,edge,mountain and poverty" and was identified as key counties for national poverty alleviation and development work.It is a place with the deepest poverty and the most difficult to govern due to its history,natural conditions,regional culture,religion and transportation.Binchuan Wo village has advantages in grape resources and industrial poverty alleviation.The government,enterprise can make a cooperation with poor households and use the social capital more effective.Breaking the boundaries of public goods and services provided by government departments,solve the problems of lacking funds for poverty alleviation.At the same time,provide scientific and technical guidance to help the poor to get rich,lift Binchuan Wo village out of poverty and inject new vitality into their economic growth.At last make it to be anexample for others study.This paper based on the Economies of Scale Theory,The Rawls' Justice theory and the theory of Osborne entrepreneur government.Give an example of Wo village and make a research on the poverty alleviation model of grape industry from the perspective of public-private cooperation,trying to find out the problems and give the suggestions to improve the industrial poverty alleviation model.In the first part of this paper,it introduce the background of the topic selection and the significance of the research,reviews the definition of poverty,the causes of poverty,the public-private partnership,the problems existing in industrial poverty alleviation and the countermeasures of industrial poverty alleviation.By using the methods of literature research,comparative analysis,questionnaire and interview,this paper tries to form a complete research framework for the industrial poverty alleviation model from the perspective of public-private cooperation.In the second part,it gives an overview of the related concepts,including poverty,poverty alleviation,industrial poverty alleviation,public-private partnerships and grapes industry.In the third part it is give an example of Wo village of Binchuan,introduces its historical evolution,current situation description,operation mode,poverty alleviation effect and characteristics of the implementation of the grape industry poverty alleviation.It providing descriptive material for case studies and provides descriptive materials for case studies at the same time from the aspects of grape industry model design,implementation process,mode security,the paper systematically analyzes the problems existing in poverty alleviation of grape industry in the Wo village of Binchuan and from the concept level,the system level,the mechanism level,the technical level to analyze the reasons for the problems existing in poverty alleviation of grape industry,trying to provide some thought-based text.In the fourth part,give an example of Daenshangding Village of Hubei Province,Caotan Villag of Shandong Province,Japan and Philippines.It compares and analyzes the useful experiences about industry's poverty alleviation and industrial development ofdomestic and foreign country.It is expected to provide useful thinking for the study of this paper meanwhile give the solution for Wo village of Binchuan for poverty alleviation dilemma of grape industry based on perspective of public-private cooperation.And give suggestions to Industrial poverty alleviation work mechanism,new rural development,local government management,enterprise endogenous power.Finally,identified the Creative points and shortcomings of this researcher and looking forward the further thinking of other researchers.
