Research On The Holistic Governance Of Lijiang' Tourism

With the rapid development of the economy and the rising consumption demand and the profound influence of globalization,China's tourism industry has entered a new stage of transformation and updating.and creating all-region tourism has become an inevitable trend of the current tourism development in China.Tourism helps stimulating economic growth,driving the other industry,and improving people's lives.China government work report in 2018 is the first time to write about tourism.Due to the comprehensive,relevance and complexity of tourism,it not only produces inevitable impacts on economy,society and environment,but also involves many stakeholders such as government,enterprises,communities and consumers,so as to promote tourism governance as a realistic requirement to promote the healthy and sustainable development of tourism in China in the new era.Lijiang,as one of the most popular tourist cities in China and one of the first class of creating all-region tourism released by the national government,has taken many measures in the process of tourism governance,and the effect is remarkable.However,hot events such as "beating tourists" and "selling by force" have exposed many problems in Lijiang tourism governance.Holistic governance,as an important tool of government governance,has been paid more and more attention by domestic and overseas scholars,and it has become the leading theory for the reform of government governance practice in some western countries.And the content of holistic governance is a very good match for the tourism governance.This study selects Lijiang which a typical tourist city as the research object,chooses holistic governance theory as analytical tool,uses literature research method,interview method and case study method.Firstly,describe the development of tourism and the status of tourism governance in Lijiang.Then,from the aspects of subject,object,methods,and mechanism,analyze the existing problems of tourismgovernance in Lijiang,and find the causes.At last,put forward the strategy of implement the mode of tourism holistic governance in Lijiang.This study finds that the current problems of tourism governance in Lijiang include: governance subject is underparticipation;governance object is not wide enough;coordination and linkage mechanism is not perfect;governance method is ineffective;application of information technology is outdated.In consequence,put forward the methods of construct the mode of tourism holistic governance,to solve the problems of tourism governance in Lijiang.The methods include: create governance theories;perfect the legal protection;integrate public and private department;integrate and reengineer information resource to enrich governance methods.
