| With the continuous development of China’s society and economy in recent years, the government is energetically promoting urbanization construction and narrowing the gap between urban and rural areas. As a basic production of production, the role of land has become increasingly important. On the one hand, as the demand for urban construction land increasing, the property prices in cities are rising smartly. On the other hand, the rural migrants desiring integrate into the city life, but in rural areas, out-of-order and inefficient utilization of residential land such as "one family but several houses" and "hollow village" become more and more common because of the increasing numbers of farmer workers. In this situation, multiple influence factors and sharp contradictions between urban and rural have made rural homestead circulation as an inevitable trend. But under the existing Chinese legal system, rural homestead circulation is allowed only to operate within collective. Except the way of government expropriation, farmers only have to choose the private circulation behavior, this way is not conducive to protect their legal rights and interests, but also to the unified management of the government. However, the originally intention of homestead institution is to provide the basic survival demand for farmers. Along with the development of society and economy, both the government and farmers has shifted their focus on how to increase the property income by rural homestead circulation. But in the current circumstances legal homestead circulation is mainly conducted by government and its subsidiaries. Given this, we aim to study the problems and reasons in the homestead circulation from the perspective of government governance on the basis of the Holistic Governance theory which was proposed by Perry Hicks, and to present some corresponding policy suggestions to overall governance of homestead circulation.In this study, we first analyzed theoretically history evolution of China’s homestead institution and the inner and outer driving forces of homestead circulation by referring to related domestic and foreign study and law and policy of homestead institution. And then we collected the first-hand data by questionnaires and site visits and the statistical yearbook and bulletin from land and resources bureau of Jiangxia District in Wuhan city. Detailed analysis had been done to study the relationship among the different factors and results via descriptive analysis and intuitive charts. Also, we chose four representative pilot reform of homestead circulation as reference and comparison. At last, we proposed some corresponding policy suggestions about demand orientation, laws and regulations, responsibility positioning of government, building informative platform, intermediary service organization and supporting systems on the basis of the Holistic Governance theory. |
