In recent years,under the background of China’s macroeconomic depression,the consumption of residents,especially in rural areas,is in a low state.According to the national statistical data,the proportion of Chinese residents’ consumption of GDP fell from 46.72% in 2000 to 39.35% in 2016.In the case that the proportion of residents’ consumption in GDP continues to decline,the proportion of rural residents’ consumption to the total consumption of residents has decreased from 33.23% in2000 to 21.92% in 2016.The consumption of rural residents is not only a low proportion of the total consumption of the residents,but also the downward trend is very obvious.This not only hinders the sustained and healthy economic and social operation of our country,but also does not meet the requirements of the concept of "shared development".For a long time,the gap between urban and rural areas has always existed,and the party and the state also attach great importance to this issue.The rural revitalization strategy proposed on the 19 th National Congress of the Communist Party of China emphasized the importance of rural development,and demanded to constantly narrow the gap between urban and rural residents’ living standards and realize common prosperity.Therefore,effectively stimulating the potential of rural consumption and expanding consumption of rural residents is not only in conformity with the policy background,but also meet the practical requirements,which can effectively stimulate the development of the national economy,and makes the rural residents to share the fruits of economic development.It is of great theoretical and practical significance to build a well-off society in an all-round way.From the economic point of view,the consumption demand of rural residents depends on two aspects,one is the consumption ability the consuming willingness.As our country is about to build a well-off society in an all round way,people putforward higher requirements for material and cultural life,including expecting more satisfactory income,better education,more reliable social security,higher level medical services and so on.However,the problems of unbalanced development and inadequate development are also very prominent.The difference between urban and rural development is still significant.There are many shortages of public services and public products in rural areas,which largely restrict the improvement of the consumption level and the consumption structure of rural residents.However,increasing the government’s supply of rural public goods can affect the consumption level and consumption structure of rural residents from the two ways of consumption ability and the consuming willingness.On the one hand,the increase of necessary public goods will improve the production and living conditions of rural residents and increase the income level of rural residents,thereby improving their consumption ability.On the other hand,the effective supply of effective public goods in rural areas can provide more protection and development space for rural residents’ production and life,optimize the consumption environment,expand the consumption area,and enhance the consumption level,thereby increasing the consuming willingness of rural residents.Based on the background of inadequate rural consumption and unbalanced development,this paper explores the path of the impact of the supply of government productive public goods and livelihood public goods on the consumption level and consumption structure of rural residents from the two aspects of consumption ability and the consuming willingness.Through theoretical research,it is found that the supply of rural public goods will change the consumption ability and the consuming willingness of rural residents,and then affect the overall consumption level and consumption structure of rural residents.On the basis of theoretical analysis,this paper construct a panel econometric model,empirically tests the inference of the theoretical part by using the national provincial data.Finally,this paper puts forward some relevant policy suggestions on how to optimize the supply of rural public goodsand improve the consumption of rural residents.
