Supply Of Public Goods In Rural Areas Of Shaanxi Rural Consumer Needs

Under the condition of market economy, consumption had become one of big impetus to improve economic growth. From 2000,the economic growth of Shannxi improved a lot. In the next five years, the factor which can impetus the economic growth of Shannxi is consumption. As the rural household account for 74% of Shannxi, the rural household is a big consumption group. However, the rural public goods don't supply enough for the establishment of living and production. This limits the rural household income and the development of economic. So from the supply of rural public goods, we can find a better way to improve the rural household consumption.The public facility has three characters: publicity, non-profit and non-competence. The efficient public facility can not be supplied due to the defect existing in the market economy system. The government can raise money as a fund to provide the efficient public accommodation with its administrative mantory system.Based on above thought, this thesis can be divided into five parts as below:(1)Introduction. It raises the purpose and sense to study the relativity between rural supply of public goods in Shanxi and rural consumption demand, analyzes and summarizes the study state of both relationship which conducted in the world.(2)Current state of rural supply of public goods in Shanxi and rural consumption demand. Analyzing rural consumption demand in Shanxi by horizontal and vertical comparison, and show the factor based on it. It also got the current state of rural supply of public goods in Shanxi by analyzing all the related exposures, and show the factor based on it.(3)Mechanism between rural supply of public goods and rural consumption demand. Income is the bridge to the relativity between supply of public goods and consumption demand. It starts a analysis at the relativity between income and supply of public goods, also the one between income and consumption demand, final draw a conclusion at the relativity between supply of public goods and consumption demand.(4) Demonstration study in the relativity between rural supply of public goods in Shanxi and rural consumption demand. Firstly, it uses Grey Relevant Model to analyze the relativity between supply of public goods and income. Secondly, it used ECM to analyze the relativity between income and consumption demand. Finally, it led to a conclusion on the supply of public goods and consumption demand.(5)Political suggestion. Mainly enhance the financial expansion, to increase countrymen income, to develop consumption credit load, to improve the social insurance, to solve the countrymen's worries, to update the countrymen's consumption concept, to crucially increase the input in ruralbasic establishment, and improve the consumption environment.This article analyse the rural consumption of Shannxi using income as a bridge between public goods and consumption. Using grey relevant model to analyze the influence of public goods on consumption, and using ECM to analyze the influence of income on consumption. Then get the result of relevant between rural public goods and consumption indirectly. These reduce instability. This article gives a new way to analyze the rural consumption, to make up the vacancy for finance analysis. Consumption structure plays an important part in the consumption problem. This paper is analysis on the structure of rural consumption of Shannxi. The auther use panel data of rural household average expenditure. Analyses are done by extended linear expenditure system. It shows the characteristics of expenditure which used to satisfy people's basic needs and marginal consumption tendency of Food, Clothing, Housing and other expenditure items. The author also accounts price and income elasticity of demand to analysis the effects of fluctuation of price and income on expenditure of different items. Then, draw a conclusion on the supply of public goods and consumption. It shows the influence of each aspect of the public goods arrange as this: expenditure of production, development fee, project fee. All production elasticity isn't ideal, are low. All don't play a good role on the rural consumption as what expects in the theory, and limit the development of the rural consumption. The government doesn't take a effective way, so the effect of outcome is low, don't reach the expectation. The conclusion is credible based on data analyses.
