Since2002, the economic growth in Inner Mongolia was ranking first for sevenconsecutive years in the country, but like the rest parts of the country, the economicgrowth of Inner Mongolia was mainly driven by investment, the residents’ consumptionof pulling effect on economic growth is not enough, so the key to solve the shortage ofInner Mongolia residents’ consumption is to increase the rural residents’ consumption,who has accounted for the majority of the population in our nation. To supply andperfect rural public product plays an important role in improving rural residents’consumption, but the shortage in supply and structural imbalance of Inner Mongoliarural public products supply severely restricts the peasants consumption demand, at acertain extent, hampered the release of rural market consumption potential. How toimprove the situation of rural public goods supply, and how to further improve the ruralresidents’ consumption is the urgent major issue to solve of Inner Mongolia government.Based on the related literature and research achievement of domestic and foreignscholars, which is about the impact of rural public goods supply on the rural residents’consumption, this paper descriptively analyze and make use of the available time seriesdata of the empirical analysis on rural public goods supply for the rural residents’consumption in Inner Mongolia, and draw the conclusions are as follows:(1) Since China’s reform and opening up, there is an absolutely increasing in InnerMongolia public supplies such as rural infrastructure, rural compulsory education, ruralmedical care and rural social security, etc, but compared with the city of Inner Mongoliaand the rest of the country, there are still exist problems such as insufficient in supply,and the low level of supply. In terms of farmers’ consumption, consumption of ruralresidents in Inner Mongolia increased significantly, but compared with the cities, thereare still problems exist such as lack of gross consumption, the consumption rate is low,consumption level is not high.(2) The situation of Inner Mongolia rural public goods supply affect the ruralresidents’ consumption expenditure, the increase of rural public goods supply can pullthe rural residents’ consumption, and insufficient in total supply of rural public goods inInner Mongolia inhibits the release of the rural residents consumption potential.(3) The influence of rural infrastructure construction in Inner Mongolia which isrepresented by communications, water conservancy, and electric power supply is higher than the influence of rural compulsory education, rural medical treatment and ruralsocial security supply on rural residents’ consumption; Supply of rural compulsoryeducation, rural social security of Inner Mongolia is negatively related to the ruralresidents’ consumption expenditure; Inner Mongolia rural public goods supply tend toinvest on productive public goods such as infrastructure construction, and insufficient inunproductive investment such as rural compulsory education, medical care and socialsecurity.(4) Countermeasures of optimize Inner Mongolia rural public goods supply, andpromote the farmers’ consumption growth include: increase the intensity of financialsupply, improve the level of rural public goods supply; Adjust the structure of financialsupport to agriculture, ensure the equilibrium of rural public goods supply; Acceleratethe reform of the financing way, bulid the diversification of rural public supplymechanism; Define the supply responsibility of the governments at all levels, andimprove the government executive ability; Reform the rural public goods supplydecision-making mechanism, to promote the supply decision-making democratizationprocess; Perfect the supervision mechanism of rural public goods supply, improve theefficiency of public goods supply.
