The Report to the Seventeenth National Congress of the Communist Party points out that to solve the issues concerning agriculture, countryside and farmers is related to the overall situation in building a moderately prosperous society in all respects. The supply of the rural public goods is of great importance and usage to promote building a moderately prosperous agricultural society in all respects, to improve the overall urban and rural development, to maintain the continuing development and the long-term prosperity of national economy, and to build the new rural construction.In recent years, the issues concerning agriculture, countryside and farmers have formed the focus of the whole society in China.
