With the rapid development of economy and the continuous expansion of urban areas,more and more rural land is expropriated for the establishment of high-speed railways,highways,industrial parks,university towns,economic housings,etc.Therefore,a new special group of land-expropriated peasants has appeared.Land-expropriated peasants leave their land and enter the city for a living.However,as the policy support for land-expropriated peasants' urban inclusion is still in the initial stage of development,the government's supportive policies for land-expropriated peasants' urban inclusion need to be further promoted.On the basis of existing researches,this paper takes the situation of land-expropriated peasants' urban inclusion in Wuyishan City as the research object,Fujian Province.Through field visits and interviews and the analysis of relevant data,it is found that the government has indeed flawed the policy support for land-expropriated peasants' urban inclusion,which hinders the smooth entry of land-expropriated peasants into urban production and life.Although in recent years the government has also made correspondingly some policy adjustments and reforms in land-expropriated peasants'inclusion into urban life,there are still such problems as:the lack of compensation policies and the long-term planning of urban inclusion;the lack of guidance in re-employment training policies to help with a full inclusion into the city;a significant gap between the security system for suburban land-expropriated peasants and the treatments of citizens;actual obstacles in equalization of public service;the absence of role guidance of citizenization.Therefore,to ensure the smooth inclusion of land-expropriated peasants into urban production and life,and to change the current situation,the principle line lies mainly in the integration of urban and rural development,and the equalization of basic public service in cities and towns.Specifically,it is needed to:firstly,enrich the compensation model to ensure sustainable livelihood;secondly,integrate the formulation of employment ensuring policies and urban inclusion;thirdly,consummate the policies and regulations of fair exchange between urban and rural factors;fourthly,improve the policy system of "treatments of citizens" for suburban land-expropriated peasants;fifthly,promote the acknowledgment of the citizenization of land-expropriated peasants.
