China is in the transformation period which urbanization develops accelerating. With the process of urbanization, more and more peasants will transform to city dwellers through various kinds of ways. One of them is the urbanization of those peasants who have lost land. For their lost of the land which they depend on and being ensured, these peasants face a great deal of risks, the most important problem among them is the pension security. Therefore, many corresponding policies and measures to solve these problems are need.From the studies on the necessities of protection on the peasants who lost their land and the reasons of inadequacy of the policies that ensure these peasants, this thesis makes a review to those compensatory polices related to the expropriation land from 1950s; analyses the current policies by which the peasants were compensated. Then, on the basis of Marx's of "differential land rent" and "balanced price" theory, combined with the realties, the author of this thesis propose the basic economic and institutional conditions on "land exchanging for security". Finally, this thesis analyzes the advantages and disadvantages of state-oriented pensions and business-oriented pensions, and proposes the policies and institution framework on "land exchanging for security."...
