Research On The Efficiency Evaluation For Resource Allocation Of National Science Education Base In H Province

The National Science Education Base(NSEB for short),founded by China Association for Science and Technology(CAST for short),is for the purpose of inspiring the science popularization enthusiasm of the whole society,fully utilizing the social resources,putting science activities forward to the public,advancing the socialization,popularization and regularity of science,implementing “the strategy of invigorating the country through science,technology and education” and servicing of improving the scientific and cultural quality of the public.The development of NSEB has become an important way of strengthening the construction of science popularization infrastructure,promoting the social involvement,encouraging all walks of life to participate in and support science popularization activities,and building platforms of science popularization.With the progress and implementation of citizen scientific quality construction program,how to make it a long-term program has become both a chance and a challenge in the field of sharing science resources at our country.Based on researching of NESB resources allocating theory,summarizing the technology and education resource allocation both in and out our country,using DEA to evaluate and analyses the allocation of NESB in H province,in order to propose the development of the NESB in H province,to reduce the waste of resources,to raise the level of citizens' scientific literacy,and to form an allocating system of science popularization resources which could adapt the science popularization career development speed of this area.This paper starts from introducing the NESB resources and its allocation as a logical starting point,analyses the constitution,advantage and disadvantage of the using of resources from an analytical point of view,establishes a relatively complete framework of the allocation of NESB resources in H province.With the help of DEA theory and its method,this paper builds an evaluation model of the using efficiency of resource from three aspects,which are: comprehensive efficiency,investment scale,and structure of resources.Then it evaluates the resources allocation situation of NESB in H province.Through the empirical analysis of the efficiency,scale,and structure of NESB in H province,this paper sums up the problems in the process of allocation of resources of NESB.Finally,according to the practical problems,this paper put forward the countermeasures and suggestions of how to improve the NESB resources allocation efficiency of H province from two aspects,which is optimizing the resource allocation mechanism and optimizing the target system of the allocation of resources system.
