Globalization is accelerating in recent years.As a result,the amount of China’s external trade is boosting.Under such great pressure on supervising external trade,however,China Customs’ power is growing so slow.How to solve the problem between strengthening control and providing services is the key to Customs’ function transforming.As risk management succeeded in the field of Customs’ supervising in western countries,China Customs put it in the center of its forthcoming reforms in 2003.It is well known that risk management has accomplished certain achievements in China Customs’ supervising process by developing series of systems and soft wares.However,there are still lots of problems caused by traditional and habitual ways of thinking and doing,and also by some external unfavorable factors.This thesis is focusing on Customs R and analyzing its problems about the establishment and development of risk management on the basis of western countries’ mature theories and successful experiences by using methods such as literature survey,statistical analysis and comparative analysis.There are totally five parts: the first part to set forth the background and meaning of this thesis,introduce recent researches on risk management in and out of China,and give a brief statement about the main content and statistics of this thesis;the second part to introduce the concept and theory basis of China Customs’ risk management;The third part introduces the concrete practice of customs risk management in developed countries and the enlightenment to the application of customs risk management in China.the fourth part to talk about the current situation of Customs R’s risk management;the fifth part to analyzing its problems and reasons;the last part to conclude and give advices on strengthening Customs R’s risk management.
