The Recommendation For Improving The Risk Management Of Liuting Airport Customs

The study of the risk management of the Chinese Customs start late, which began in the beginning of this century. The second step of development strategy for the modern customs system which makes the risk management as the centre is in a critical stage of reform. From the current research, the Customs Department pay more attention to the framework of risk management, but the study which refers to the theory and practice in the areas of business management of risk management is relatively inadequate. The paper based on practice of the Liuting Airport Customs is significant to the promotion of applying the risk management to the customs clearance management.The paper analyzes the major Contradictions which the Chinese Customs faced now and analyzes the international and domestic environment objectively which appears in the reform and modernization of Chinese Customs, the paper review the risk management theory and practice of the customs of the international organizations and developed countries, the paper propose the profound background of international and domestic environment which malce the Chinese Customs choose risk management as the centre of the modern customs system is the strategic choice to solve the conflicts which the Customs faced, to line with international counterparts and to seize the opportunities of the development. The paper reviews the performance which the Customs of Liuting Airport achieved for ten years, the paper proposes customs clearance management, the concepts of customs clearance management concepts and the major challenges which Liuti Airport Customs faced. The paper thinks the former management of the customs is unable to apply to the rapid economic development of foreign trade, the import and export enterprises. The Customs must be catch up with the needs of the times and apply risk management to reform the existing model of the customs management. The Customs of Liuting Airport start reform of the Risk Management earlier. The paper introduces the basic situation of applying risk management in the customs of the Liuting Airport. Though the pilot project achieved initial results, the awareness and methodological problem exists in the implementation of risk management of the Liuting Airport Customs.The focus of this paper is how to improve the risk management of Liuting Airport Customs. The paper made the measures and recommendations from three angles. Firstly, transforming the existing process of customs, forming the risk-clearance model of "roll after shift," achieving the early declaration of goods and the early separation passengers and baggage, leaving sufficient time for customs officials to analyze risk; Secondly, increasing the tool of risk analysis, changing the fact of applying the main tools of risk analysis to the process of customs clearance, emphasizing the risk analysis on the goods before and after, and using different means in different stages of risk analysis. Using the passenger data analysis, compound, judgment scanning equipment, electronic tags to inspect the travelers who carry luggage for customs clearance; Optimizing performance evaluation of the risk management, from the process to the outcome, from focusing on internal assessment to the internal and external assessment from focusing on the assessment of the number to focusing on assessment of quality.
