The Partner Selection Model For The Water PPP Projects And Its Application Study

The water projects,as the infrastructure projects,have some special characteristics,such as large investment,long construction period,a variety of uncertain risks and the relationship between the public interest and public safety.Therefore,it is important to choose a suitable partner,which plays a crucial role in the implementation of the PPP(Public-Private-Partnership)projects.By exploring the evaluation index system of partner selection in water PPP projects,the partner selection model was established to provide reference for the successful implementation of PPP project to select the appropriate partners.The main research works and achievements are as follows:(1)The connotation and theoretical basis of the PPP model were introduced,and the PPP operation mode based on the characteristics of water projects was analyzed.On this basis,the paper describes the principles and processes of the selection of partners in water projects,and illustrates the choice of PPP projects partners from two aspects of the applicable law and procurement methods.(2)In order to select the better partner in the PPP of water projects,we analyzed the evaluation indicators and influencing factors of partner selection on the water PPP projects and constructed the PPP project partner selection evaluation model through AHP and fuzzy comprehensive evaluation method.(3)Based on the partner selection model,the application of the model to Tianjin Panzhuang Industrial Zone wastewater treatment plant PPP project was carried out.The evaluation results were consistent with the actual situation,which proved the feasibility and applicability of the evaluation model.
