Research On Private Partner Selection Of PPP Infrastructure Project

With the rapid development of social and economy in China,the public demand for infrastructure is increasing,solely relying on government investment is unable to meet the capital demand of infrastructure,attracting social capital to participate in infrastructure construction has become a top priority.In this situation,Public-Private-Partnership(PPP)mode has been our government's favor because of the ability to alleviate the financial pressure,improve the efficiency of project operation and realize the maximization of public interest.Different from the general government procurement,PPP infrastructure projects relating to financial,design,investment,project management and other fields,how to choose the preferred private partner through government procurement is a new task before us.Therefore,the purpose of this paper is start from the theoretical analysis to explore infrastructure PPP projects construction of evaluation index system of social capital,and to provide reference for the selection of suitable private partner for infrastructure PPP project.After many PPP projects cases studies and reads a large number of domestic and foreign literature systematically,this paper constructs the private partner selection evaluation index system of PPP infrastructure project which include six criterion layers: financial ability,technical ability,management ability,credit level,cooperation ability and technical scheme.Based on the expert questionnaire survey and data analysis,the entropy method is used to calculate the entropy of the criterion layer and the index layer and the calculation of the entropy weight.Finally,a multi-level fuzzy comprehensive evaluation model of infrastructure PPP project is established,and an example is analyzed.The above research enriches the theoretical and applied research results of our country's choice of private partner,which has certain guiding significance to the selecting of private partner and can realize the optimization of private partner.This paper found that: compared to traditional projects,infrastructure PPP projects pay more attention to private partner of their management capacity and technical program rationality.Secondly,the influence of the cooperation ability of the private partner is also very important.In this paper,the cooperation ability is included as a criterion layer in the PPP project private partner selection evaluation index system,which is a small innovation point.The weight of cooperation ability in this questionnaire also confirms its importance which should arouse everyone's attention.This paper also analyzes different methods of public bidding and the innovative practice of PPP + EPC,which are of great significance to the research of private partner selection.
