In the fierce market competition,in order to seek development,enterprises should map out their practical development strategy which based on their business objectives and goals according to their actual situation as well as their external environment and situations.As an effective management tool,performance management should be guided by the enterprises' strategy,while monitoring the implementation of the strategy and escorting the landing of the strategy in order to fully exert the competitive advantage of the enterprise.As a special state-owned monopoly enterprise that long time operated planned-economic system,NanChang Banknote Printing Co.,LTD(hereinafter referred to NC company)has been considered completing the mandatory plan of RMB issued by the Chinese Banknote Printing and Minting Corporation as its primary political task.Its evaluation of the department and staff performance still stays in the economic system,the performance achieving status;focus on the evaluation of the past performance rather than on the development of the future performance.If only implementing the performance management which gives priority to the KPI,according to enterprise's strategic target can an enterprise improve its comprehensive management ability and competitive ability and ensure the employee's actions and results consistent with the enterprise's strategic goals to create a situation that every employee fulfills and bears his duties and enjoys his benefits.Thus can ensure the strategy fully landing promoting the sustainable development.Taking NC company as an example,decoding NC company “ the 13 th fine year plan” development strategy as a starting point,depth-analysis on the current internal and external environment,using the balanced scorecard,key performance indicators ect.,this paper is to analyze the problems and shortness existing in the present performance management system and establish a strategic performance management system which guided by the strategic goals to turn the long-term development goals into key performance indicators at all levels,making efforts to solve the “two treatment methods” problem that has been long existing between the strategyimplementation and performance management.We should establish and improve the strategic performance management and security system to ensure the effective implementation of it.We can improve and optimize from enterprise's organization,culture and leadership.The implementation of the strategic performance management system surely would play an important practical role in the improvement of employees and the sustainable development of enterprise.
