A set of excellent performance management system plays a long-term andcritically important decisive guiding significance for the development of enterprises.It can combine every employee’s job performance with enterprise’s strategicobjectives, and it is the key link of human resource management which can ensure therealization of enterprise strategy. Today, the modernized enterprise system has beenintroduced widespreadly, and more and more companies are paying attention on thestrategic role of performance management. But for many enterprises, during thepractice of performance management process, performance management has notproduced ideal results and even became chicken ribs or bottleneck of the development.After the3G license issued, the competition of china telecom market gradually turnedinto the white-hot, and the three major operators not only each showed his specialprowess on the market operation, but also paid more attention on establishing andimplementing a scientific and effective performance management scheme and makingit as an important means to enhance the core competitiveness. Although city T MobileCorporation has beginning establish and carry out performance management systemas early as2003, but after the experience of3G license issue, acquisition of Tietong,number portability pilot and the change of rate of return on investment, the externalsituation is becoming increasingly grim and market challenges emerge in an endlessstream. So the existing performance management system cannot meet the needs of theexisting management, and must cope with the rapidly changing market situation bydeepening internal reforms to improve enterprise efficiency and the speed ofdevelopment. This study first makes a detailed interpretation about the performancemanagement theory, and then elaborates the performance management system of cityT Mobile Corporation by a series of analysis methods. Aiming at the existingproblems and defects, this study establishes an improving scheme and an evaluationof the implementation effect. By the reform the existing performance managementsystem, this study may make the performance management more mature, reasonable,efficient, and by mobilizing the enthusiasm and creativity of employees, thecompany’s core competitiveness will be greatly enhanced.
