Along with China's joining WTO and the economic globalization tide, our country's enterprises will face violent competitions. Wolves are coming,but We should fear nothing.We can turn ourselves wolves firstly and dance with them.The nuclear competitiveness must be cultivated for the enterprise in order to look after developing in the most fierce competition environment. Human resource is an important composition in enterprise,and it is the nuclear competitiveness for enterprise to win the others.As the core part of human resource management, performance management is the one of key factors to win the core competence,and it is applied and noticed all over the world gradually.Tsingtao Brewery company limited Pengcheng branch company is facing the huge opportunity and challenge at present.The low management level becomes the main bottleneck which restricting corporation's growth when the company is expanding.Therefore,the company should know the realistic situation well rapidly, establish the humanist idea,introduce the advanced performance management,improve management way comprehensively, arouse the staff's full enthusiasm, achieve the both successes of the company and the staff,and impel the promotion of organization performance unceasingly.This paper has diagnosed the present situation and existence questions in the performance management of the company systematically and pointed out the flaw in the present management system. Employees are lack of understanding of the performance management. The higher leaders have not given the enough value to the performance management. The company has not carried out the systemic goal management. The managers are lack of skills of management and can't give coach and help to staffs. The performance appraisal system haven't been systemic and perfect.The communication way is impeded. The appraisal results haven't been applied extensively. The achievement management appeal system has not been established.The above-mentioned problems are obstacles to successful performance management.This thesis considers the corporation's actual management conditions to redesign a set of performance management system which the company needs. The humanistic idea found expression in the whole new performance management system and is utilized in the concrete design and the future operation.The new system pays attention on training staffs about performance management knowledge, which will promote the effective implementation and improvement of it. It obtains the higher leader's supports and establishes the powerful organization system.It takes the company strategy as the guidance and decomposes the corporate goal to staff individual layer upon layer by goal management.It will promote the entire organization's performance through managing the staff's performance.The new performance management system carries on the staff and department's goal appraisal with BSC and the KPI, which will not only highlight the key performance but also take the whole state into consideration. It is the appraisal system that one table suits for one position. The new appraisal indexs consider not only the duty performance of staffs but also the peripheral performance,which will guide the staff's good behavior. The new system assesses the outside key performance indexs with 360-degree feedback way by computer-supporting system. It uses quantifiable indexs as well as qualitative indexs and quantifies targets as far as possible in order to weight performance accurately.The new performance management system emphasizes the continual communication and pays great attention to construct good communication atmosphere and unobstructive communication channels. It applies the performance appraisal result to many aspects, which will highlight the core role of the performance management in the human resources management. It establishes the performance management appeal system,which will guarantee the performance appraisal result fair and the good development of the new system.The new system focuses on bringing essential link of performance management into effect effectively by powerful systems, which will guarantee the performance management system move successfully.It is an entirely new and critical task for all Chinese enterprises to design and establish a performance management system which is applicable to China's practical situation and which meets the needs for the enterprises to grow in today's economic globalization. It's methods for setting up an efficient performance system can be used by many other businesses.
