Study On The Development Of Rural Land Circulation In Nansha District,Guangzhou

China's reform and opening up began from the end of 70 s,with the development of economy,the increasing number of migrant farmers,the phenomenon of abandoned rural land has increased,rural land circulation has become an important means to revitalize the abandoned land.The rural land circulation is based on rural collective land ownership and contractual rights owned by peasants under the rural land management rights independent,between the market or farmers transfer to each other.Based in Nansha District,through the analysis of Nansha District's 5 main towns of the rural land circulation,including the background,the basic situation of the circulation,the main way of transfer and other factors,find the problems of rural land transfer market:Nansha District rural land circulation development is not mature,in the process of rural land circulation of lack of financial support,farmers' transfer the will is not strong,the government in the process of rural land circulation over intervention or management is not in place,the relationship between land property right is not clear,the legal system of rural land circulation is not perfect.This paper selects the supply and demand theory,property rights theory and Pareto optimality theory as the theoretical guidance,from abroad(USA,Japan)and China(Foshan,Jiaxing)experience,puts forward some methods to solve the problems of rural land circulation in Nansha District: perfecting rural land circulation market,increase the financial support for rural land circulation the implementation of agricultural policies,earnestly safeguard the lives of farmers,rural land circulation must have the national macro-control and management.Through the study of this paper,we can guide the land circulation in Nansha District how to get along with the plight of the emergence,and better carry out the rural land circulation.
