Medical insurance is a measure to alleviate the pressure of medical treatment with the continuous development of society,it is the result of the continuous strengthening of social development needs in the process of social transformation.Due to the complex and changeable structure of modern society,and there are many influncing factors,it is difficult to establish a reasonable,fair and comprehensive medical security system in the world.Social insurance has direct relationship with residents' health?quality of life and satisfaction,it also affects social stability and economic development.So governments attach great importance to this,explore and reform constantly,strive to find their own medical insurance system.The integration of urban and rural medical insurance is not simply integrate the two insurance projects and two handing system together,but to achive the integration of urban and rural system and management service level that the urban and rural integration system can play a effect of "1+1>2".In this paper,by analyzing the current situation of the basic medical insurance system for rural residents,to find out the current problems in the operation of medical insurance and put forward some suggestions,at the same time,through the United Kingdom?the United States?India and Japan,the medical insurance system for reference,in order to further improve the basic medical insurance for rural residents,reducing the operating pressure of the basic medical insurance institution residents,improve the level of medical insurance for rural residents to enjoy,to lay the foundation for the development of the integration of urban and rural residents medical insurance.
