Study On The Operation Effect Evalution Of Basic Medical Insurance For Urban And Rural Residents In Zaozhuang

In recent years,the state attaches great importance to the reform of medical and health care system,increased public investment,has accelerated the advancing the new rural cooperative medical care system and the construction of medical insurance system for urban residents.Rapidly expanded the coverage of medical security system,easing the people see a doctor difficult and expensive problems.Because of long-term influence by urban-rural dual structure,the separation administration of city and county in medical insurance became apparent.Urban-rural segmentation resulted to the imbalance of the city and countryside medical insurance system.With the development of social economy,there are a lot of problems in the medical insurance system of urban and rural areas,and a variety of medical insurance can not meet the needs of the insured to the medical insurance system.So the eighteenth congress clearly put forward to promote the construction of urban and rural social security system.And the urban and rural medical insurance system must be enforced.Meanwhile,the new health care plan established everyone will have access to basic medical and health services,to establish the basic medical and health system covering both urban and rural residents.Party’s sixth plenary of sixteen session and will to 2020 basic to establish the social security system covering urban and rural residents as an important goal of building a harmonious socialist society and task.However,some scholars claimed that such system is a long and gradual process which can not be attained shortly according to the current situation.Due to the differences of economy development,individual income,medical concept and policy interference between regions,the mode and scheme the basic medical insurance(hereinafter BMIUR)for urban and rural residents carries out differently.There is no unified evaluation index at present.Evaluating the current situation of BMIUR for Zaozhuang scientifically and subjectively,is good for the development and improvement of this system.We must construct a set of reasonable system of evaluation index concerning about the BMIUR.In addition,compared to the past,BMIUR makes a break-through on aspect of capital raising and utilization,fees undertaking,supervising and profit etc.With the methodology of theoretical and practical analysis,this dissertation elaborates the concept and theory of BMIUR,analyzes the running state of new rural cooperative medical system of Zaozhuang from 2010 to 2014.It also evaluates the overall situation for the BMIUR of Zaozhuang.Moreover,by the method of variation coefficient,clustering analysis and expert consulting,this dissertation designs s set of BMIUR evaluation system.Last but not least,the dissertation also evaluates the effects of BMIUR and gives suggestions according to the evaluation results on how to improve BMIUR in five districts and one county-level city in Zaozhuang by the method of principal components analysis.
