With the popularity of Internet technology and the rapid development of modern communication technology,the party and the state attaches great importance to the public entrepreneurship,innovation,the maker space was born.The maker space is to provide the incubated enterprises targeted physical space,infrastructure,business guidance,technical support as well as the external financing and other resources in order to reduce business costs,improve the success rate of entrepreneurship open comprehensive service platform,arouse the masses of entrepreneurial and expand employment is of great significance.The central and local governments have made great efforts to provide a favorable policy environment for the innovation and entrepreneurship of the whole people,and the maker space of our country has also been developed rapidly.However,because of the maker space in the early stage of development,on the performance evaluation were groping,inevitably appeared the profit model of a single,specialized level is not high,a series of problems such as imbalance of regional development.Therefore,I intend to provide a reference for the sustainable and healthy development of China's maker space by studying the performance evaluation system.Qingdao is located in the southeast of shandong peninsula and to the forefront of China,Japan and South Korea free trade zone,is an important economic centre city of coastal areas of China and the port city,has an important strategic role in the regional layout.The innovation ability of Qingdao enterprises has been leading the whole country,and it has produced a number of innovative enterprises with international competitiveness,such as haier,hisense,Qingdao beer,and shuangxing.Since the 18 th national congress of the communist party of China,Qingdao has actively responded to the call of "mass entrepreneurship and innovation" and vigorously developed the maker space.As of April 2017,the Qingdao city for the record of the maker space a total of 143 and has 66 national the space,the second deputy provincial cities of all,is the typical representative of creative cities in our country.Therefore,I select Qingdao as the research object and carries out a comprehensive and in-depth study on the performance evaluation of the maker space.This paper mainly adopts three methods: literature analysis,case study and questionnaire survey.Firstly,Ir summarized and summarized the related theories of the maker space,performance evaluation and balanced scorecard,which laid a theoretical foundation for the establishment of performance evaluation index system.Secondly,the current situation of the performance evaluation of Qingdao city is analyzed,and the general situation,profit model,performance evaluation status and the necessity of improvement are expounded.At the same time,the paper analyzes the feasibility of introducing the balanced scorecard and introduces the main practice and experience of domestic well-known domestic maker space development.Moreover,the comprehensiveness,operability,combining dynamic and static,strategic orientation,under the guidance of the principle set up the Qingdao and the logical frame of space and strategic map,according to the financial and industry characteristics of the space design,hatch,internal business,learning and growth four aspects of performance evaluation index system,using the analytic hierarchy process to determine index weight and evaluation model was constructed.Finally,targeted to improve the performance and space Qingdao put forward the countermeasures and Suggestions,is conducive to the Qingdao a sustainable and healthy development of the space,also for other areas to formulate the policy to provide a space for reference.
