Study On The Evaluation Of Green Development Of The National Key Ecological Function Areas In Huangshan City

The land area after Russia and Canada,China is the third largest country in the world.But the per capita share is small,and the difference is great among the regions.In order to optimize the spatial layout and to realize the regional sustainable development,the "11th Five-Year plan" for the first time explicitly proposed to promote the implementation of the main function zoning,subsequently,the State Council formally issued the "national main functional zoning" program,then,the "12th Five-Year plan" put the main functional zoning up to the national strategic height.According to the "national main functional zoning" program,the key ecological functional areas belong to one of the two areas restricted to enhance the ecological function as the primary goal of development.Huangshan City national key ecological function areas is the national demonstration zone of ecological civilization,the ecological protection and construction of national demonstration zone,the Xin'An river water conservation and one of the important ecological barrier areas in East China.Therefore,the region plays a crucial role in Huangshan City,Anhui,East China and even the whole country.However,Huangshan City national key ecological function areas of counties(districts)of the overall economic base is relatively weak,the ecological environment is relatively fragile,the urgent need for poverty alleviation is inconsistent with its lower resources and environmental carrying capacity,which restricts the rapid development of the region.How to realize the synchronous and coordinated development of its social and economic and ecological environment is the urgent problem to be solved in this area."The Green Development" is just a kind of development model that keeps the social economy forward without causing the ecological environment to decline,which is undoubtedly the best choice for the counties(districts)of the key ecological functional areas in Huangshan City.On the basis of combing the relevant theories of green development,this study defines the concept of green development and the connotation of green development of Huangshan City's national key ecological functional areas;secondly,from the geographical location,topography,climate conditions,resources,and other aspects introduces the natural distribution of the national key ecological functional areas in Huangshan City,from the aspects of water conservation and biodiversity maintenance describes the main functions of counties(districts)in Huangshan City national key ecological functional areas and from the aspects of economic system and environment system analyzes the present situation of green development in counties(districts);Then,according to the principle of index selection,the comprehensive evaluation index system and comprehensive evaluation index system of economic development of counties(districts)of Huangshan City national key ecological function area are constructed;applying the medium range method,the entropy method,the comprehensive index evaluation method and the economic system and environmental system coupling degree model carried out the the temporal and spatial dynamic analysis and the spatial static evaluation of the green development level of counties(districts)in Huangshan City during the past2006-2015 years and ten years;finally,giving the main conclusions of this study: the overall green development of the Huangshan City national key ecological function areas of counties(districts)is at a high level and the overall trend is rising,there were obvious differences among regions,the economy is developing rapidly,but overall is relatively backward,the environment has improved markedly,but the overall is relatively fragile.According to the empirical evaluation results and the obtained main conclusions,this study is based on the development of three industries,such as cultural tourism and modern logistics industry,the efficiency of energy utilization,environmental protection and other aspects to put forward to promote Huangshan City county national key ecological function areas(districts)green development level,realize Huangshan City province national key ecological function areas(zones)of ecological civilization construction strategy and supporting measures.
