With the acceleration in industrialization and urbanization, the contradiction featured more prominently between ecological environment and economic development. The predatory exploitation of resources, ecological damage to the environment and global warming have already caused a series of problems in eco-environment, which attracted attention of many related organizations, as well as academics, experts around the world. The coordinated development between eco-environment and economics is the fundamental requirements of sustainable development. The relationship around resources, environment and economics in region is the main content in the study of sustainable development. Yulin city is characterized by energy-rich and ecologically fragile, which is a complex, multi-level, and intermediate area. As the energy and heavy chemical industry base of China, its sustainable development related to national energy security, as well as its own ecological stability and economic development, so as many other issues. In this paper, we used quantitative approaches to evaluate eco-environment and economic development level. Due to the present problems, we provided new development model, to achieve the goal of "win-win" between eco-environment and economic development, further realizing regional sustainable development.This paper summarized research reviews in the field of eco-environment and economic development at home and abroad. We clarify the purpose and significant of the study, as well as the brief introduction to the study area. Meanwhile, according to sample survey interviews, consulted statistical yearbooks and other data and information, we carried in the principal component analysis, mathematical models and economical methods. Therefore, we studied on the aspects of the eco-environmental changes, economic developments and their impact factors in ecological construction and economic development in Yulin city.(1)We used fuzzy mathematics method to judge the ecological environment in Yulin. The evaluation results showed that overall state of ecological environment is poor in Yulin city. We concluded the reason as the natural and human causes. Besides, we analyzed each reason in details, finding the main problems. We concerned that the eco-environment problem is manifested in the following parts mainly:①serious soil erosion;②decrease in cultivated land;③shortage of water resources;④erious industrial pollution;⑤population pressure on environment.To solve these problems, we proposed a targeted ways. First, the government should enact comprehensive environmental control plan. Secondly, they should invest a certain percentage of funds initiatively in environmental protection and ecological management. Thirdly, they ought to develop technologies in pollution control and environmental protection. It provided a theoretical reference to the future construction of ecological environment in Yulin city. (2)We took the method of principal component analysis to extract the main factors in economic development of Yulin city and also assess the dynamics of evolution. Furthermore, we considered that the economic benefits of various industries, people's living standards, and economic growth affected the region's economic development. Economic evaluation results displayed that economic development in Yulin city appeared in obvious trends in each stage during 1991-2007.①1991-1993 years:straight down, the score was integrated from -0.070 to -0.563;②1994-1999 years:volatilities;③2000 -2007 years:a straight-line growth in its consolidated scores in-0.446 from 2000 up to2.280, in 2007, appeared in an increase of speed. Moreover, we used parameters Mw', Md', Md to calculate and analysis the differences in Yulin city, likewise Williamson (Williamson 1965) using in his study of regional differences. Finally, we found that economic differences mainly displayed in the North-South differences, namely, the six counties in southern between the north six counties in Yulin city. What's more, caused by the differences in the distribution of resources and the development of periods, gravity of economic center shifts during 1990-2007 in Yulin. The economic center of gravity moved 0.407°in warp direction, in zonal moved 0.117°.(3)With regard to the contradiction between economical accelerating development and eco-environment on the slide, we put forward a new developing model, viz. eco-tied developing model, using in mining area, which owed conflicts between eco-environment and economics. This model plays an important role in a resource-rich region, such as Yulin city. In this paper, we expounded the definition, classification and implement of the model. Meanwhile, we took Daliuta coal mine in Shenmu as an example, arguing for the model. This study not only afforded references for other mine areas, but also ascertain the developing direction for the future of Yulin. It's a fine way to get sustainable development both in resources and environment.(4)The paper considered Daliuta coal mine as a typical region, demonstrating the new model in implement approaches, analyzing the eco-environment problems at present. Afterward, we made explicit plans in theory and suggestions for the future production, aimed at providing references to eco-environment ameliorating and producing greenization.
