Study On Evaluation Of Urbanization Quality And Path Of Development In The South Of Shaanxi

Urbanization is one of the significant themes of China's economic and social development in the 21 st century,and it is the only way to China's modernization.Under the background of the implementation of the western development strategy and promoting the process of urbanization in the western region,Shaanxi Province is a gateway to the northwest of China,but the level of urbanization of Shaanxi Province is below the national average level in 2015,one of the main reasons is that the economic development and the urbanization construction of the poverty-stricken mountainous areas of Shaanxi South fall behind.Therefore,accelerating the development of urbanization in southern Shaanxi has a positive effect on the urbanization development of Shaanxi Province and even the whole western region.Firstly,this paper defines the related concepts of urbanization and elaborates the theoretical basis of urbanization research.Then the urbanization development of southern Shaanxi is analyzed basically,which comprehends the foundation of the development of urbanization in southern Shaanxi from two aspects: relying on the foundation and the present situation of development.The paper summarizes development advantages of southern Shaanxi in terms of location condition,resource endowment,ecological environment and policy opportunity,Furthermore,issues of current development are pointed out that the total economic volume is small,agglomeration effect is weak and poverty is serious.Secondly,from the perspective of quantitative analysis,the quality of urbanization in southern Shaanxi is evaluated and analyzed.According to the principle of scientific nature,comprehensiveness,typicality and maneuverability,the comprehensive evaluation index system of urbanization quality includes five aspects of economy,society,residents' living,ecological environment,urban and rural integration,which is established from the connotation of urbanization quality.This paper uses the entropy method to establish the evaluation model,and measures the quality of urbanization in southern Shaanxi from 2006 to 2015.Based on the measurement results,the paper analyzes,dynamically,the quality of urbanization in the southwest of Shaanxi from the time dimension.And it conducts a comparative analysis of the differences in the quality of urbanization between the south Shaanxi and developed areas in Shaanxi province.Finally,on the basis of summarizing the experience of urbanization development both at home and abroad,this paper puts forward regional urbanization development path based on urban spatial optimization,industrial economic development and ecological environment protection,which is combined with the actual basis of urbanization development in southern Shaanxi and the comprehensive evaluation of urbanization quality.It can be interpreted as the spatial optimization urbanization development path of urban agglomeration,cascade development and smooth traffic urbanization,the industrial economic development path of agricultural industrialization,tourism-driven,new-type industry-driven,the ecological environment protection urbanization development path of green circulation and ecological migration.Generally speaking,the development path of urbanization with the south Shaanxi characteristics is that the ecological environment protection is the core,the development of central towns is prior,the county and key towns should be developed harmoniously,the threedimensional transport network is improved gradually,the green recycling industry system of characteristic agriculture,new industry,boutique tourism should be established rapidly.
