Study On New Urbanization's Level And Development Path In Hubei's Counties

New urbanization is a comprehensive subject that concerns economic development?people's happiness?social progress and ecological harmony in contemporary China.Urbanization can stimulate domestic demand,promote industrialization and help "Three Rural Issues' s solving.It is a inevitably choice in order to build a moderately prosperous society and realise socialism's prosperity?democracy?civilization?harmony.Under the impetus of new urbanization,hubei' s counties have great development,but also exist problems such as urbanization lag?big gap between urban and rural development?unreasonable structure?insufficient urban comprehensive capacity.In March 2014,xinhua released the national new urbanization plan(2014-2020)which is issued by the CPC central committee and the state council.In December of the same year,the national development and reform commission and other departments jointly issued the notice on the comprehensive pilot program for new urbanization.The comprehensive pilot project of new urbanization is gradually expanding.Under the new situation,researching the new urbanization development based on counties in hubei province has important theoretical and practical significance.This article centre on the theme of new urbanization.Hubei's province,city and county statistical yearbook?the national economy and social development statistical bulletin,water resources statistical bulletin,environment statistical bulletin is the data source.Hubei's 39 counties(not including county-level cities)is the research objects.To measure the new urbanization development level roundly is helpful to know new urbanization development situation of counties in hubei province and find problems existing in the development of urbanization process.At the same time,it can also provide a reference for repealing county and estabilshing city in hubei province.Chapter 1 introduces the research background,research significance and research scheme.Chapter 2 introduces structure transformation theory,population migration theory,regional unbalanced development theory,and sustainable development theory.Combing the domestic and foreign development in the new urbanization level measure and development path.And defining the concept of counties?new urbanization and so on.Chapter 3 is level measurement.Selecting and collecting data and building a evaluation system which have five dimensions 28 specific indicators including population scale,urban and rural spatial,economic development,resources and environment.Using entropy method to measure and get the scores of new urbanization in hubei's cities.Chapter 4 is level evaluation.Selecting methods such as variation coefficient method?grey correlation analysis method measures the degree of difference and the impact on the comprehensive result.At the same time,with the help of Arcgis visual expression,investigating new urbanization's characteristics?advantages and disadvantages of hubei' s counties.In chapter 5,according to the analysis results,we make some suggestions:realising population transfer according to local conditions and optimizing the urban settlement system;making overall arrangements for the development of urban and rural areas and strengthening urban planning;promoting the optimization and upgrading of industrial structure and enhancing the capacity of scientific and technological innovation;accelerating infrastructure construction and promoting equalization of basic public services;promoting low-carbon development and fighting against pollution.In chapter 6,the conclusion and prospect of the research are expounded.
