“The Belt and Road” strategic was launched on March 28,2015 by our country,Shaanxi Province,as an important member of “Silk Road Economic Belt”,is implementing the national strategic plan,developing the economic belt with Shaanxi unique feature,accelerating the economic development level of Shaanxi province,as so,it's particularly significant for Shaanxi Province to construct the new urbanization.The development of new urbanization in Shaanxi Province has made great achievements during recent years.To name a few,the level of urbanization is increasing steadily,the number and scale of the urban town is expanding,key demonstration town and cultural tourism town is developing rapidly,the ability to guarantee city infrastructure is significantly enhanced,regional economic development structure is clearly revealed,industrial structure is obviously adjusted,urban spatial distribution is further optimized,and the process of the balanced urban and rural development is steadily promoted.But at the same time,there still exits some problems in the rapid development,such as the overall level of urbanization is relatively backward,the regional urbanization development is not balanced,lack of industrial support,the reform of household registration system and land management system reform lags behind,there is still a big gap between urban and rural area,urban ecological security problems stands out and city construction and management capability remains to be improved etc.By selecting 16 variables,the influence factors index system has been established.By using Shaanxi Province's data from 1998 to 2015,a total of 18 samples,as a sample,and adopting principal component analysis and multiple linear regression analysis,the elasticity coefficient of each index has been obtained based on the double logarithm model.Through analyzing the results,conclusions,such as economic development,industrial structure adjustment,cultural education and medical service promote the new urbanization in Shaanxi Province significantly,the urban unemployment rate is not expected to promote the construction of new urbanization in Shaanxi Province,the infrastructure construction has low impact on the new urbanization in Shaanxi Province,the Internet has greatly promoted the new urbanization in Shaanxi Province,the increasing gap between urban and rural area andcity air quality seriously restrict the new urbanization in Shaanxi Province and the development of the resources and environment is indispensable to the new urbanization in Shaanxi Province.According to the development situation,existing problems and the results of positive analysis,suggestions have been made to push forward further development of new urbanization in Shaanxi Province.First,promoting the coordinated development of three major areas.Second,improving the urban system and optimize the spatial distribution of urbanization.Third,increasing the overall carrying capacity of cities and towns.Forth,optimizing industrial structure and improve the level of economic development.Fifth,promoting the integration of urban and rural development.Sixth,strengthening the construction of urban infrastructure to enhance urban functions.What's more,raising the level of basic public services.Last but not the least,strengthening the construction of ecological civilization.To ensure the implementation of these measures,the following measures are put forward: strengthening the supervision of inspection,strengthening the financial security and innovation policy system.Through setting up the development path and proposing the guarantee measures,in order to promote the development of the new urbanization in Shaanxi province rapidly and healthily.
