The Research On The Supervision Model Regulation For Imported Vehicles Of China

The inspection and supervision work of imported cars in China is lack of theoretical guidance and complete and advanced management system,leading to the system of laws and regulations and lack of scientific integrity,due to various problems caused by the backward mode of inspection and supervision,effectively affect the entry-exit inspection and quarantine departments regulatory role,but also to the prices of imported cars caused inconvenience.Especially with the development of the national economy,the number of imported cars increased year by year,the problems arising from the regulatory work will have a cumulative effect,resulting in a more prominent contradiction.Therefore,the reform of China's import automobile inspection and supervision model has become an important issue to be resolved.In this paper,the theory of government regulation and government process reengineering theory as the theoretical basis,the use of literature research,comparative analysis,interview and questionnaire survey methods and other research methods.First according to the provisions of laws and policies are studied in detail the development history of China imported cars inspection and supervision mode,pointed out that the current mode is backward in the era of the performance of the.Then to Fuqing Jiangyin port as an example,expounds the Fuqing Jiangyin Port imported car inspection and supervision of the work of the development history,methods,characteristics and innovation initiatives,through interviews and questionnaires,to find out the problems existed in the port inspection on imported vehicles supervision,and with this as the foundation,the delay of China Import Automobile Inspection and supervision of the work of existing problems and inspection supervision mode analysis of causes.At last,it puts forward the suggestions and Countermeasures on how to strengthen the imported cars inspection and supervision of the work,including the scheme of inspection and supervision of business process reengineering,and through the introduction of risk management and the adoption of the mechanism to improve the effectiveness of imported cars inspection and supervision of the work.In the paper,based on the public management theory,inspection and quarantine work experience,on the one hand maximum control and reduce additional cost brought by the government in the process of quality regulation,on the other hand to promote government process reengineering theory in inspection and quarantine work in the practical application,has certain theory value and practical significance.
