Research On The Status And Countermeasures Of Inspection Supervision Of Import Industrial Products

In the course of the sharp development of international trading in our country, the inspection and quarantine institutions plays an important role in guaranteeing the healthy and safety of human being, plants and animals, protecting the environment, avoiding fraud behavior and maintaining the safety of the country. With the rapid development of international trading, the deficiency of current inspection and supervision mode appears more and more apparent. For example, ambiguity of function orientation, mismatching of laws and regulations, distemperedness of standard system, maladjustment of human resources, the confined C-RAPEX system, disunity of many system platforms, etc. The current inspection and supervision mode falls far behind the requirements of the global economic integration and the rapid development of China’s international trading, which urgently needs to be reformed.On the basis of theories from new public management and advanced experiences of inspection and supervision mode in developed countries like the US,EU, Japan, by analyzing the present situation of the inspection and supervision mode for imported industrial products and existing problems, this paper tries to find the reasons of the current inspection and supervision mode by the principle of management science. The article raise the opinion that Chinese inspection and supervision mode for imported industrial products should be optimized through completing the system of law and regulation, establishing of the declaration system, integrating inspection and supervision information system platform, establishing of the third party inspection report admission mechanism, establishing of credit system, introducing negative list management mode, etc.
