Study On The Inspection Supervision Of Importing Metallic Material In Guangzhou

As a type of raw material,metallic material is very important in industrial production.Also,it is one type of Bulk Stock in International Trade.Guangzhou is a mass of consumable metallic material as destination for import,a large amount of those metallic material are listed in ?Implement inspection and quarantine of inbound and outbound goods within the catalogue?,which needs to be inspected and quarantined under the law.For example,more than 400,000 tons regulated by Entry-Exit Inspection and Quarantine organizations in Guangzhou at the year 2016.So,Inspection and supervision of imported metal materials is an important work.How to do the inspection and supervision of imported materials better is an important duty of inspection and quarantine organizations,under the background of deepening the reform of administration and management,optimizing the regulatory process and improving the efficiency of inspection and supervision.It is of practical significance to probe into the inspection and supervision of imported metal materials in Guangzhou.In this paper,we study import metal materials inspection supervision based on the status quo of reasons countermeasures researching train,from the perspective of government supervision and risk management.Base on Guangzhou that is typical of it.We found that deficiencies: lag of related laws and regulations,The overusing of lot testing,be short of third-party inspection and Social governance;incentive measures on credit Invalided.Main causes analyzed as: the lag laws and regulations magnified by international trading that developing at top speed;the third-party inspection markets developing fast,but supply and demand balance lost;Traditional type integration of inspection and regulating becoming lag of regulating functions;information sharing is insufficient,the before-during-after whole chain for regulation missing;credit system of inspect and quarantine found,however,attraction lacks.Research shows that,we can learn experience form developed countries and pilot free trade zone in China first,than using the theory of government regulation and risk management,improving the regulation of import mantellic material by this way: improving laws and regulations,strengthen the supervising function of the government;improve the system of risk ranking,optimize the follow up measures;deepen Synergy of China Customs and CIQ,rise up the trade facilitation;flexibility in the use of technical advantage by companies,expand admissible third-party inspection;expand the connotation of credit system to releasing more benefits.
