| Modern logistics is the integration of industries such as transportation,warehousing,freight forwarders,information complex services,is a basic and strategic industry in supporting national economic development,is an important part of national economy,involving wide field,absorb more employment,promoting the production and consumption.Speeding up the development of modern logistics industry has great significance to promote industrial structure adjustment and transformation of the pattern of economic development,and strengthen the competitive power of the national economy.In recent years,the government has introduced a series of policies and measures about the logistics industry,to encourage the development and optimize the regional layout of logistics industry.With the rapid development of electronic commerce,express delivery industry and online consumer market,all of these promoted the development of logistics industry.Meanwhile,social total cost of logistics in our country,a share of GDP is higher than that of developed countries such as America,Japan,and also higher than that of some developing countries.High logistics costs severely restrict the healthy development of the logistics industry in China,leading to high costs in relevant industry and holding back to the economy.At present,China’s economic development has entered a new normal.The growth rate of economy slowed,but the structure needs optimizing and upgrading.The development motive transforms factor-driven and investment-driven to innovation-driven.At the same time,Our country timely put forwards the strategy of the Belt and Road Initiative so that cooperation priorities and the position of main regions and cities are determined,and the social and economic development of our country also gets new breakthrough and growth pole.Against this background,the logistics industry play an important role in social and economic development,facing the huge development opportunities,and governments pay more and more attention to develop logistics industry.But we are lacking of depth understanding about the development and evolution process of logistics level,degree of difference and space layout in our country.So,it is very necessary to study the situation of the regional logistics development in our country.Scientific evaluation on the regional logistics,which is beneficial to understanding and grasping of the regional logistics development present situation and the rule of law,so that we can formulate a scientific and reasonable logistics development and the layout policy.Based on the above,based on the Chinese mainland’s 31 provincial-level administrative region as the research object,choosed 2000,2005,2010 and 2015,four time sections to study the regional logistics development level in our country and the space-time evolution law.This research includes the following four parts:First of all,based on the study of regional logistics and related theories at home and abroad,combining with our country economy and logistics development basic situation,selected 24 indicators from six aspects,such as,the economic strength,infrastructure,logistics scale,industry policy,information and logistics talent to construct the evaluation system of the development level of regional logistics in our country.Second,the study of the present situation of the regional logistics development in our country,found that the regional differences of the national logistics development level is still big,which means the development level of logistics not balanced between the east regins and west.The specific performance of logistics level in the eastern coastal provinces is high and in the Midwest is slow.Economic strength,infrastructure,logistics scale,industry policy,information level and the logistics personnel,etc are all high and balanced in eastern regions.But the central and western provinces are lack of advantage in these aspects,but they have larger development potential power.Again,the study of the regional logistics development and space-time evolution in our country,found that regional logistics in our country developed rapidly,but development speed is obviously different,and the overall difference of regional logistics development have been gradually decreasing.From 2000 to 2015,the average of the logistics development level in our country rose from 0.0493 in 2000 to 0.2646 in 2015,16 years has increased by 5.38 times;The coefficient of variation of regional logistics development level from 0.7646 in 2000 gradually fell to 0.6902 in 2015,the overall difference showed a trend of decreasing,and the regional logistics level tend to be more balanced;Regional logistics development level from high to low from coastal to inland,and continuously strong,at the same time,this trend showed a great integration.Coastal provinces and provinces along the Yangtze River formed a "T" type of logistics spatial distribution structure,and on this axis developed five large logistics circle.That is,the Pearl River Delta logistics circle,the Yangtze River Delta logistics circle,Bohai logistics circle,the middle reaches of the Yangtze River Logistics circle and Chengdu Chongqing logistics circle,and the coastal regional logistics were gradually became from the "axis" into a more dynamic “belt”.But the global space of the regional logistics development in China since the correlation is not obvious.Moran’s I index fell to 0.2115 in 2000 from 0.1641 in 2015,meanwhile the development of the regional logistics integration got slowly.Finally,by using the Barrier Model,from the scale and economic strength,infrastructure,logistics scale,industry policy,information and logistics talent analyzed the obstacle factors which affect the regional logistics development of our country,and found that the scale and economic strength,logistics infrastructure is the main obstacle factors,and the disorder degree slightly upward.In other hand,industrial policy,the information level,the logistics personnel are main obstacle factors,and the level of information,industrial policy barriers fell slightly.In addition,the total value of import and export trade,the gross national product(GNP)are the main obstacle factors in the economic development.Port cargo throughput,the airport goods throughput are the main obstacle factors in the logistics scale.Inland waterway mileage per unit area,per unit area highway operational mileage obstacled infrastructure.Internet penetration also hold back the information level.Industrial policy,logistics personnel is quite important to the development of the regional logistics although its degree is relatively small. |
