State electric power enterprises are divided into two grid enterprises,five big power group enterprises and four sideline groups,and introducing competition mechanism in power industry,it made the five largest state-owned power generation groups forming the situation of development and competition.The performance evaluation system of traditional electric power enterprise,which is through the EVA index,has a great influence.But only rely on financial indicators of performance evaluation methods,mainly reflects the results rather than the process,passive reflects the performance of the enterprise.It can't analyze and manage the enterprise actively,and fail to help enterprises set up strategic targets and implement of strategic management tool.Since 2011,with the rising coal prices,the electricity price is tough to rise;the electric power enterprises face the overall losses.Although the electricity prices rise slightly,it has yet to reverse management difficulties of the electric power enterprise.Using traditional financial index evaluation,failed to see the real situation and development trend of electric power enterprises,the using of evaluation results is lack of credibility.So based on the characteristics and management pattern of the electric power enterprise,this article analyze the existing problems in view of the existing performance evaluation system,it has practical significance to put forward some counter measures.ZDT electric power enterprise is a secondary institution of China power investment corporation,building in Province A in 2003.It mainly engaged in power development,investment,construction,operation and management,and organization of power production and sales.Through analyzing existing performance evaluation system of ZDT electric power enterprise,this article puts forward four problems: Non-financial evaluation index is not comprehensive,lack of evaluation indexes for enterprise customers,internal processes and social benefit;the weight distribution of evaluation index is not reasonable,weight of financial index is accounting too more,and weight of the comprehensive index points system is unreasonable;Financial evaluation index is on the basis of budget and normal data,statistical data is given priority to historical data,the evaluation result is for short-term;the performance of evaluation is not combined with the performance of employee,only involves the management of incentive.This article draw lesson from the performance evaluation system of Henan electric power enterprise,branch of China Power Investment Enterprise.The setting of evaluation index in Henan electric power enterprise is reasonable,it attaches great importance to the influence of social,ecological and other non-financial aspects,and the distribution of financial index and non-financial index is reasonable.The other hand,it pays attention to the use of incentive results,the incentive mechanisms include the incentives of individual and manager.Based on the performance evaluation system of Henan electric power enterprise,this article puts forward countermeasures to improve performance evaluation system of ZDT electric power enterprise.Increasing index of customer,social responsibility evaluation,increasing non-financial indicators of internal process and other,fully reflect the financial situation of the enterprise.Recently we focus more on long-term development and ecological protection,enterprise increase the reaction index of sustainable development and environmental protection,reflecting the strategic development of the enterprises and the protection of environment.It make the enterprises not only focus on the short term,but also pay attention to long-term benefits.In order to perfect the setting of evaluation index,the weight of evaluation index cannot be ignored at the same time,because the weight manifested the enterprise to the attention of the various indicators: ZDT electric power enterprise executes total score of 100 and system of comprehensive ways to add and subtract points,like decreasing the weight of comprehensive aspects of add and subtract,total profit of score,increasing weight of strategic development indicators.Setting evaluation criteria is both to conform to actual situation of enterprise,also want to reflect the future of the enterprise.The optimization of comprehensive budget formulation make the subsidiaries participate in the development of comprehensive budget.The evaluation index of the target can be divided into historical value and improving value,enterprises determine reasonable evaluation criteria among the combination of historical data and predict conditions.In order to promote the use of the evaluation results,ZDT electric power enterprise should pay attention to performance of enterprise and staff,improve the use of incentive mechanism.
