Regional Effect And Driving Mechanism Of Agricultural Modernization Transformation In Jiangsu Province

As the economy enters the new normal state,agricultural modernization is the inevitable choice of agricultural transformation,the inevitable requirement to promoting urban-rural integration and the basic guarantee of full realization of national modernization.Jiangsu Province is one of the economically developed provinces in the eastern coastal areas of China,and also the demonstration plot of modern agriculture and agricultural modernization.Scientifically revealing the characteristics of agricultural transformation,clarifying the driving mechanism of agriculture development,systematic analyzing the regional effects of agricultural transformation has great of significance to promote the agricultural modernization of Jiangsu and even the country.This paper analyzed the temporal-spatial characteristics of agricultural modernization from the aspects of agricultural production efficiency,agricultural mechanization,agricultural science and technology,agricultural ecology in Jiangsu Province by mathematical statistics.The results showed that the level of agricultural modernization was gradually improved,the regional differences were significant and the transformation characteristics were obvious.Therefore,Based on the PSR framework,this paper constructs the theoretical framework of agricultural modernization from three aspects: pressure(P),state(S)and response(R).It focuses on the analysis the mechanism of agricultural transformation from factors such as production elements innovation,coordination of the ‘four modernizations' and policy guidance excitation.And use the entropy method,DEA model,coupled coordination degree model and spatial autocorrelation method to analyze the regional effects of the three driving mechanisms.The conclusions are as follows:(1)In terms of production factors innovation,the agricultural total factor productivity(TFP)has been fluctuating change obviously,which shows a downward trend in volatility.And the decline in the rate of technical improvement is the main factor restricting the promotion of TFP.The counties with high(low)development level present a pattern of ‘high north and low south'.The hotspot,sub-hot spot of TFP has been evolved gradually to the northern Jiangsu from southern Jiangsu and the middle Jiangsu.(2)As aspects of ‘four modernization' coordination,the levels of industrialization,urbanization,agricultural modernization,information technology have been improving.The coupling degrees of the ‘four modernization' were fluctuated at high values and the coordination degrees were steadily increasing;regional differences of industrialization,urbanization,information have decreased,while the agricultural modernization has increased.The regional difference of the ‘four modernization' coupling degrees was relatively small,showing a balanced distribution of the situation.And counties with high(low)coordination levels of the ‘four modernization' present a pattern of ‘high south and low north',while coordinated development efficiency present a pattern of ‘high north and low south'.According to the spatial correlation between the coordination efficiency and coordination index,the counties was divided into the four corresponding geographical types.(3)The paper has summarized the agricultural policy documents issued in recent years,analyzed the policy effect of agricultural transformation in Jiangsu Province from the aspects of agricultural modernization,optimization of agricultural productivity layout,upgrading of agricultural structure and new form of management organization,and discussed agricultural policy formulation of Jiangsu Province in the future from the aspects of development orientation,economic benefit and factor distribution.Finally,the paper put forward the regulation and control path of agricultural modernization in Jiangsu Province,so as to further promote the transformation and development of agricultural modernization.
