Urbanization development in our country is in the accelerating stage, and the development of agricultural modernization is getting more and more attention from the theoretical circle and the government. Agriculture is the foundation of the national economy, the development of agricultural modernization provides a solid material foundation for the development of urbanization. The development of urbanization absorbs the rural surplus labor force, and support agricultural modernization development with funds and technology. The relationship between the two is complement each other. So to study the relationship between urbanization and modernization of agriculture in Shandong province has a certain practical significance.Based on the analysis of the way urbanization and agricultural modernization influences each other, this article has a study about the characteristics of the urbanization and modernization of agriculture in Shandong province. In the empirical analysis, using economic data from1978to2012about Shandong province, first of all, build the index system of urbanization and agricultural modernization. And then using factor analysis method to determine the variable weights, in order to calculate comprehensive score. After that put the comprehensive scores into the coordinated development degree model and calculate it to get coordinated degree (C) and coordinated development degree (D). According to D, the relation between urbanization and agricultural modernization can be divided into three broad categories:coordinated development, transition development and recession disorder.The results show that:on the longitudinal, urbanization and modernization of agriculture comprehensive development level of Shandong province has steadily increased, similar to a straight line, this indicates that the urbanization and agricultural modernization have a good development overall. From1978to 2007. more than30years, the overall development of the agricultural modernization level slightly higher than the urbanization comprehensive development level. During the time, the coordinated development degrees rising steadily and the coordinated degrees getting.more and more close to1, this indicates that the mutual influence between urbanization and agricultural modernization is more and more strong. Since2008, the urbanization comprehensive development level is higher than agricultural modernization level, and the gap has been widening, the coordinated development degree during the time is also slowing, and the development trend is not optimistic.On the lateral, urbanization and agriculture modernization of Shandong province has a very high level about coordinated degree on total, but there is a big regional differences between the two about comprehensive development level and the coordinated development degree. Generally speaking, the peninsula regional’s urbanization and agricultural modernization development level is higher, the coordinated development degree is belongs to intermediate or primary class of coordinated development. The development level of urbanization and agricultural modernization in the interior is relatively low, the coordinated development degree belongs to primary or transitional development class. Shandong province has difference geographical position, resources, environment and so on around the city, and there are large differences between regions, so unbalanced development performance significantly between different regions.Finally according to the result of analysis, I think at the provincial level Shandong should put the focus of future development in the following aspects: further reform the household registration system and promoting the dimensions of the agricultural; increase financial support for agriculture and nurturing new farmers. The peninsula should strengthen urban radiation power and development characteristic agriculture; the interior should focus on improving the service ability of small towns, developing agricultural products processing industry and creating the brand of agricultural products.
