The Research Of Urban Renewal Projects Risk Assessment

The present situations that the rapid development of urbanization and the increase of land resource gap in Shenzhen are great challenges to unban construction.In order to integrating land resources and improving the appearance of the existed villages in city and old industrial areas,Shenzhen City,especially outside the original special zone ushers a new climax of urban renewal.The implementation of urban renewal projects is related with large amount of old villages and old industrial districts relocation compensation,which results in a sharp benefit game.Recent years' practice showed there were an increase of disputes due to land expropriation and resettlement.The intensification of contradictions had a negative influence on social harmony and stability.This study firstly explained the relative definitions with the combination of the urban renewal of Shenzhen,then it explained relative definitions and theories from the nature of social stability risk.In the perspective of public administration,and in light of the current social stability risk assessment of urban renewal project in Shenzhen,it demonstrated the situations of the guiding policies and implementation status of the government.And it took Pingshan District as an example to elaborate the current assessment work.The study analyzed the deficiencies from the perspective of practical experience,public policies,and disciplinary research.While there were still some problems,like: assessment work was a mere formality,system design still needed to be improved,assessment process was too rough,prevention and control work of assessment had not been implemented,and so on.According to the present situation,the author developed his investigation,explored its causes of existence,and proposed optimization strategy from the aspects of system design,defects in assessment method,and lack of assessment and regulatory functions.In the article,it mainly included two research methods: case study method and literature research method.This study collected the current actual operating processof relevant functional departments,and combined it with practical work experience and theory,then it put forward the reform proposals and formed scientific and reasonable risk assessment program which had positive influences on reducing the probability of the occurrence of social risk events.The author hope this study could provide a reference for relative departments to reform risk assessment of social stability in urban renewal projects.
