Research On Social Stability Risk Assessment Of Major Investment Projects

Nowadays,since our country is in the period of medium-high economic development and comprehensive deepening reform,great improvement has been made in economic development and social transformation reform,continuous enhancement has been made in major construction projects and the speeding-up of urbanization.Construction of major investment projects has promoted the economic development,in the meantime,it has negative effects on people's lives,environment and practical interests.If we let go the negative effects,it would possibly give rise to the dissatisfaction of the public,and even it could lead to mass events,social conflicts and risks.Therefore,scientific prediction,analysis and assessment should be made to the social stability risk for the project in order to guard against social risk and keep social stability.National Development and Reform Commission has announced relevant documents to establish the assessment system and make guidance notes to the outline of risk analysis and assessment for social stability.However,despite the support and guidance of relevant national documents for the risk assessment of social stability,some parts of the research contents still need to be discussed and clarified further,such as: core index system for risk assessment of social stability,risk analysis,assessment methods and so on.Thus,Based on the theory of social combustion,this paper builds a social stability risk assessment index system based on the opinions of the experts,selects the applicable evaluation methods and guides the practice.First of all,this article tries to make introduction to the policy background and realistic background for the research thesis and explains the significance of the research.On the basis of the research status in China and abroad,relevant concepts and theoretical foundation,this article analyzes the social stability risk factors of major investment projects,consider with the causes of group events to establish the core index system of social stability risk assessment with strong applicability.This article also researched the method of determining the weight of index in risk estimation,and the social stability risk assessment model is constructed.Finally,the social stability risk assessment is carried out with the example of H-city cogeneration project.
