| According to the social contradiction in land acquisition and compensation,《Urban House Acquisition And Compensation Ordinance》 promulgated on January21,2011. Urban house acquisition and compensation decision must take the social stability risk as a necessary procedure to detect the hidden trouble of acquisition affecting in social stability. The social stability risk assessment of house acquisition and compensation in a project that we use it as a pre-condition for the administrative licensing, it’s a new topic in house management.Its technology is not mature that we always use more qualitative aspects in risk evaluation. This article studies risk factor in the progress of house acquisition and compensation, we use the flow chart method and system decomposition method to identify the causes and effects of the risks in the house acquisition and the compensation project.Through analysis, we establish a set of quantified risk assessment system. On the analysis of house acquisition and compensation social stability risk factors, we establish the risk assessment system.Then we use fuzzy comprehensive evaluation method to build risk assessment models for the assessment. Through the examples from projects of urban house acquisition and compensation, we verify the implementation and operability of the present theory and evaluation method.We use the CVM method to know the related group’s demands as a key reference for risk assessment particularly. Aiming at the risk characteristics in the progress,we propose targeted risk control measures for risk prevention.In this article we find the combination of qualitative and quantitative methods to establish the social stability risk assessment mechanism, optimize the theory of social stability risk evaluation for house acquisition and compensation and warn the social stability risk, reduce and eliminate the hidden dangers of social stability, provide security for the project of the house acquisition and compensation., promote the social stability, promote the risk management standardized in the house acquisition and compensation gradually. |
