“Rural,agricultural,farmer” problem has always been the focus of attention of our society,the land problem is a major factor affecting the “three rural” problem.With the accelerated process of urbanization in C hina,more and more rural land is levied expand the scale of the city.However,due to a series of shortcomings of C hina’s land expropriation system,in the process of Land levy,the distribution of Land value-added income between the government,farmer collective and farmers has produce great difference.O ver time,the uneven distribution of land value gains is becoming unstable factor which trigger social contradictions and affect the social harmony.With the severity of the land problem,the state gradually increased the reform of the rural land system.Narrow the scope of land acquisition,Establish the distribution mechanism of land value-added income which take the state,the collective and the individual into account has becoming the top priority of rural work reform.This paper makes a theoretical study on the mechanism,value and distribution of the value-added income generated in the process of agricultural land levy,concluded that the change of agricultural land use is the main reason for generating land value-added income.And due to the C hina’s land property rights and defects in policies and regulations resulting the uneven phenomenon of land value-added income distribution.The most fundamental reason for these phenomena is that the land property right system of our country ignores the right of land development right,that is,the change of agricultural land use.In this paper,by introducing the land development right into the distrib ution of land value-added income and Determining its ownership to determine the right subject of land value-added income distribution.Taking.the proportion of the three stakeholders in the realization of the right to development of agricultural land: the contribution of the government is the cost of the process of generating land value gains;the contribution of the farmer collective is partial the land’s opportunity cost of ecological value;the contribution of the farmer collective are the land’s opportunity cost of economic value,social security value and partial ecological value,based on the value of agricultural land development rights establishing the distribution model of land value-added income.by collecting the land acquisition data in the recent urban expansion area,taking C hang’an District,Xian as an example to verify the allocation model.Finally put forward the reasonable allocation ratio of land expropriation value-added income between government,farmer collective and farmers.Based on the results of empirical analysis,it is suggested that the set up the land development right and determine its tenure,improve the land compensation system and give more assistance to Land-lost farmersThe research of this paper can provide reference for the establishment of the land value distribution mechanism of the government,collective and individual,and provide the theoretical basis for the improvement of the land property right system.
