With the process of economic reform and the establishment of socialist marketeconomy, the government progressively implement the currency reform of housingsystem and terminate the physical allocation system in housing sector. The allocation ofhousing resources by the plan changed to allocated by market. Commercial residentialhousing becomes the main provision of housing market. In order to protect the urbanlow-income housing problem, Vertical Equality of housing consumption and to solvethe failure of housing market bottom line, government has promoted market-orientedreforms of the housing system. At the same time, government also to learn theexperience of the housing security system from developed countries. The housingsecurity system mainly covers the affordable housing system, low-rent housing systemand housing accumulation fund system, and implement the supply system of housingclassification based on income and living standards of urban residents.The implementation of the housing security system in a certain ease the housingdifficulties of low-and-middle-income class and solve the housing problems of someresidents, laid the foundation for building a harmonious society. But by many otherfactors, the implementation of the housing security system did not meet policy makerswhen the pursuit of vertical equity goals. But by many other factors, the implementationof the housing security system did not meet the goals of what the policy pursuitof vertical equity. Housing security system in the course of the problems and negativeeffects also caused widespread concern in society. Especially in recent years, underthe compound factors, such as the economic development, the prosperity of the realestate market, the appreciation of RMB, the price level of housing keeping rising. Toface the high price, the "sandwich layer" group which include low-income families, newemployees, migrant workers are urgent appeal to solve the housing problem.Housing problems, especially the urban residents living problems, is the majorissues related to social stability and urban development. In order to solve the housingdifficulties of the" sandwich class groups " and to achieve the target of "all of peopleenjoy their rights to living ", the12th Five-Year Plan clearly state "To establish andimprove the housing supply system, focus on the development of public rental housing,and gradually makes it become the main body of the indemnificatory apartments". Thus,the public rental housing was referred by the party and the state to the unprecedented heights.Public rental housing as the solution of the "sandwich layer" housing problems, aswell as a powerful means to circumvent the transfer problem of property right type ofindemnificatory apartments. It’s not only the protection system to achieve the"live to be living" target, but also an important way of improving people’s livelihood,and also have great significance to promoting the urbanization process of China.Large-scale construction of public rental housing need to invest huge human, materialand financial resources, government financial input alone is difficult to guarantee thesustainable development of public rental housing, therefore, in the process of projectthe government should not only play the leading role of construction butalso explore an effective mode of attract the private investment sector participatein public rental housing construction.This paper basis on the theory of new public management, the demand for housingsecurity, government intervention, fair allocation and reference to the experience ofdeveloped countries or regions in the construction of indemnificatory apartmentsfinancing model,then combination the status quo of the construction of public rentalhousing, money supply and private capital participation to analysis the necessity andfeasibility of introduce the PPP financing mode into the construction of public rentalhousing. To prove that the PPP mode is suitable for government-enterprises-cooperationin China. In addition, this research elaborate the cooperation structure, the operationalprocesses,the main duties of using PPP mode to construct public rental housing andgive some recommendations how to solve relevant problems...
