Low families’ housing problem is one of the urgent problems in our country, the government have tried various attempts to establish a housing security system to achieve the goal of "everyone living in a house", public rental housing system is a further improvement to the housing security system. But the study of the public rental housing in our country at present mainly stays in government policy or local problem, there is still a lack of integrity, systematic study of its operation mechanism. The function of economy applicable housing system has been weakening,public rental housing system has become the main body of housing security system, in this context, it is more important to improve the operating mechanism of public.This paper is based on practical experience of the public rental housing system in our country.study the exposed problems in operation process, then analyze the root causes of problems, and analyze the operation mechanism of public housing in other countries, summarize the successful experience in the state and regional public housing. On the basis of the study, try to perfect the mechanism of rental housing system of our country.The research mainly adopts the literature analysis, comparative analysis, case analysis and other methods. Firstly, summarizes the domestic and external research situation about public rental housing system.The paper introduces the basic connotation of public rental housing system and the running mechanism of public rental housing system.Secondly, combine the housing marketization reform of our country, the development of affordable housing policy, so as to show that public rental housing has become the main body of the housing security system in our country. And sums up the whole running status of public rental housing system in our country, analyzes the main operation mode of public rental housing and the problems exposed in the process of practice. To solve these problems, combined with the whole process of construction and management, and the successful experience of foreign public housing operation, the operation mechanism of public rental housing is divided into five parts, including housing raise mechanism, the money supply and recycling mechanism, the distribution of access mechanism, lease management mechanism, as well as the supervision and management mechanism. Take raise mechanism into three aspects, including construction, acquisition, and the rent; In the financing mechanism,the new BT+REITS financing model is put forward; In the access allocation mechanism puts forward the necessity to establish new standards;The lease management mechanism can be divided into three parts,including property management, rental management,and exiting management; In the supervision and management mechanism,it says that public rental housing system must be carried out on dynamic regulation, especially for the change of income.
