Research On The Risk Management On The New Three Board Listing Process Of Engineering Management Service Enterprises

At present,the engineering management services industry is witnessing increasingly fierce competition,how to finance and expand the scale has become a big problem for the survival and development of small to medium-sized enterprises.With the expansion of the new three-board market in 2013,the new three-board listing has become a good platform for small to medium-sized enterprises financing,and has also become a channel for the financing of engineering management services enterprises.However,there are more or less non-standardized place in the development process of small to medium-sized enterprises,it may become the obstacle of new three board listing,special attention and early prevention should be paid to in the process of listing.Therefore,it is necessary to study the risk on the new three board listing process of the engineering management service enterprises,and take measures in advance to prevent the occurrence of risk,improve the listing success rate.In this paper,the theory research of the new three board listing is the upholstery work,make stage division of the new three board listing work,and take the feedback of national equities exchange and quotations review stage as the basis for risk identification.The main part of this paper can be divided into three aspects.First,select nearly 60 feedbacks of 31 listed engineering management services enterprises summed up the auditing points of the national equities exchange and quotations,as the risk identification results.Secondly,make risk evaluation by using the analytic hierarchy process and the fuzzy comprehensive evaluation method,and the identified risk factors will be sorted by the importance degree.Finally,according to the result of risk evaluation,the countermeasures are put forward for the key risk factors of the new three board listing of engineering management service enterprises.According to the summarizing of the feedback,it is pointed out that the main risk factors of the new three board listing of the engineering management service enterprises are business risk,legal risk and financial risk.Business risk includes qualification risk,personnel risk,illegal subcontracting and subcontracting risk,sustainable management capability risk,service standard risk and industry development space risk;Legal risks include horizontal competition risk,capital occupation risk,unclear stock risk,branch,subsidiary management risk,legitimate business risk and internal governance risk;Financial risk includes income recognition and cost pooling policy risk,associated transaction risk,accounts receivable risk,fund management risk,income and gross margin fluctuate risk and inventory risk.Based on the results of risk evaluation,the corresponding countermeasures are put forward for the high point risk factors.For business risk,the enterprise qualification should be completed,the team building should be enhanced,the service standards should be improved and the sustainable management should be guaranteed;For legal risk,the horizontal competition should be resolved,the capital occupied should be returned,the ownership structure should be cleared,the business model should be compliance;For financial risk,the accounting policy should be reasonable,related transactions should be standardized,capital management should be strict,income fluctuations should be controlled.Through the research and implementation of the response measures,continue to standardize the relevant matters of the enterprise in the early stage,standardize the financial management,improve the internal governance,reduce the listing cost,improve the listing success rate,and finally realize the goal of financing and improve the corporate image and reputation.
