With the continuous development of economic globalization trend,the growth of market competition and the dramatic changes of internal and external environment of the enterprise,human resources has gradually became the core of modern enterprise management while the basis of the development and management of human resources is performance appraisal.A scientific performance appraisal can effectively motivate the management of the enterprise,form a performance-oriented corporate culture,and enhance overall performance of the enterprise.In reverse,a formalized performance appraisal leads to the unfairness results,which would affect the achievement of the strategic objectives of the enterprise..So for the enterprise,building a scientific and effective performance appraisal system has important significance to the enhancement of the sustainable development of the enterprise.CC company is a giant state-owned coalition enterprise in the non-ferrous metal industry and it is also one of the world's top five hundred companies.For a long period,CC company faces various problems of human resource management,for instance,unreasonable human resource structure,defective performance appraisal and cadre promotion system,lack of innovation and challenges and et al.The problems above lead to negative phenomenon in the enterprise,such as,low working enthusiasm of employees,low production efficiency,and high turnover of employees etc,which seriously restrict the development of the enterprise competitiveness.Based on the above situation and in-depth research of the CC company,the author systematically analyzes the existing performance appraisal system and figures out current problems,expecting to promote the growth of both the CC company and its staff through optimizing existing assessment programs,so as to enhance the overall performance and core competitiveness of the CC company.Guided by the related theory of performance appraisal at home and abroad,this paper takes the CC company's existing performance appraisal system as the research object,,collects materials through questionnaire and analyzes the summary of results to identify current problems faced by the performance appraisal system of the CC company so as to raise an effective optimizing design scheme.At the same time,the use of charts and instructions aims to demonstrate the study of the problems more intuitive.Through the research,the author draws a conclusion that to establish a scientific and effective performance appraisal system,the process of the performance appraisal must be firstly established and improved.The process of the performance appraisal includes the establishment of the assessment organization,performance appraisal plan,the implementation of the performance appraisal plan,feedback of the complaint,and the use of results,etc.Through the research,the author also concludes that the main reasons for the employees' dissatisfaction are the unreasonable assessment index,ineffectiveness performance communication and feedback,inconspicuous incentive effect,and inadequate application of the results.The smooth implementation of the staff performance appraisal system needs a series of security measures,including the support of senior management,the strengthened training and promotion of performance evaluation,the participation of all employees,the improvement of the incentive mechanism,etc.Finally,the implementation of the design scheme is preliminarily discussed in this paper.
