The study was carried out by combining remote sensing image data with digital elevation model(DEM),choose the southern part of the Altai Mountains from the mountain to the plain transition area.Using the expansion index,intensity index,fractal dimension,annual growth rate and expansion coefficient of construction land to study the temporal characteristics,shape characteristics,and coordination between population development and urban development in the Altai area over the past 20 years,and Using VCM(Variable Clumping Method)to analyze the spatial distribution of construction land.The main conclusions are:1.The dynamic change in urban construction land expansion in the Altai region during the period from 1993 to 2013 shows a rapid expansion from the regional expansion of the construction site from 0.41Km2/a to 1.27Km2/a,and the overall urban construction land expansion mode from padding to decentralized expansion,The city gradually expanded to the periphery,If the city continues to expand to the outside,the city will be transformed into a "spread pie" expansion model.The reason is that the rapid development of the economy and the adjustment of its various industrial structure,population growth and preferential policies introduced by the government,making the construction land of the region continue to expand rapidly.2.In the process of urban construction land expansion,Construction land expansion coefficient of the study area is greater than the "urban land classification and construction standards for land use planning"(GB50137-2011)set by the construction land expansion coefficient range 0.9-1.3.Indicating that the entire area of construction land ownership far more than the population demand,leading to an uncoordinated relationship between land use change and population growth throughout the study period,many cities in the formation of "empty city" phenomenon.3.Using VCM to Analyze Urban Spatial Distribution Patterns,With the increase of the distance from the center of construction land,the proportion of construction land similar to Y=aln(X)+b model changes,and the correlation coefficient is greater than 0.9,It is further proved that the construction land center is an important influencing factor for affecting the distribution of construction land.During the period from 1993 to 2013,the spatial distribution pattern of construction land in Altai and Fuhai counties changed from centralized to decentralized,the change occurred mainly between 2003 and 2013;Jimunai and Qinghe County construction land has been showing a concentrated distribution of the spatial pattern;The construction land of Burqin,Haba and Fuyun is transformed from centralized to uniform spatial distribution4.The results of the evaluation of the suitability of construction land in the Altai area show that,In the region,suitbale construction area and unsuitable construction area accounted for 93.51% and 6.49%,first-class suitable construction area,second-class suitable construction area and third-class construction area accounted for 33.94%,31.13% and 28.44%,And the current study area 0.85% of the construction land in the unsuitable construction area.
