According to the PRC land administration law, the urban construction land refers to residential and public facilities lands, industrial and mining land, energy, communications, water conservancy, communications infrastructure such as land, the land used for tourism, military sites as well. Construction land is the use of the carrying capacity of the land or building space, to obtain bio-products as the main purpose of the site. Since the turn of the century, our country enters the stage of rapid urbanization, urban construction land blind expansion, not only cause waste of land resources, but also caused urban ecological environmental damage. Therefore, the urban construction land suitability evaluation, can better guide industry layout and population distribution, and promote the population, resources and environment harmonious development, for scientific utilization of land resources is of great significance.In this paper, the three cities of the north of Dalian Wafangdian, Pulandian City, Zhuanghe City which located in the hilly area of eastern Liaoning as the study area, based on the research area, land use graphics data and Google earth on graphic data, in the GIS spatial analysis technology support, using Analytic Hierarchy Process and clustering analysis, the three cities north of Dalian construction land to quantitatively evaluate the suitability, the main conclusions obtained are as follows: the three cities north of Dalian optimum construction land, is suitable to construction land, basic appropriate construction land barely suitable construction land, not suitable for construction land, the occupied area respectively are 143081.1,189092.6,195345.0,337299.1,223480.8hm2,and the evaluation of the total area accounted for 13.15%, 17.38%, 17.95%, 30.99%, 20.53%. One of the most appropriate construction land and is suitable to construction land can be used as high strength development land for construction purposes, and basic appropriate construction land and barely suitable in construction land under guidance of moderate development land for construction purposes. According to the evaluation results, the three cities north of Dalian that most suitable land for construction can be divided into optimization, more appropriate land for construction can be divided into key construction areas, basic appropriate land for construction purposes and more appropriate land for construction can be divided into restricted construction area, and not suitable for land for construction purposes can be divided into the areas that forbidden to construct.
